This assignment has a duration of 24 months. The contracting authority chooses to award this framework agreement to several tenderers according to the cascade system. This means the following:

- in the case of award, the successful tenderers shall be ranked according to the number of points obtained on the award criteria,

- the contracting authority directs all individual calls to the first ranked tenderer

- if, because of justified or unjustified circumstances, the first-ranked tenderer is unable to deliver in accordance with the procedures laid down in these specifications, the contracting authority may pass on the contract for the individual call to the next ranked tenderer (and if this tenderer is unable to go to the next ranked tenderer, etc.), without the latter being entitled to all subsequent calls and without the former being entitled to a compensation.

- if a supplier of this framework agreement is twice declared in default by the contracting authority for non-conformity with the contract documents or serious complaints, the contracting authority shall determine the unilateral termination of the framework agreement by that supplier solely by reason of the fact that the third infringement has been established. This unilateral termination has the effect on the supplier that he is immediately excluded from further partial orders. The remaining partial orders will immediately be assigned to the other suppliers in stages without any right of recourse or claim for compensation for the terminating supplier. The finding of these infringements and of the unilateral termination by the contracting authority shall be made by means of a report of the finding that is sent by e-mail to the defaulting beneficiary at the e-mail address chosen by him (if not by registered mail).
