Havant Thicket Reservoir Project - Visitor Centre and Recreational Facilities

Havant Thicket Reservoir represents a flagship project to construct the first new strategic water resource, and corresponding pipeline, in the South-East for decades. Construction work started on the Havant Thicket Reservoir Project in 2023 and is due to be completed by 2029. The Project is socially, economically, and environmentally significant. It is the product of collaborative regional water planning particularly between Portsmouth Water and Southern Water and forms a key step in increasing water resilience in the South-East.

This periodic indicative notice (PIN) is an invitation to express interest to participate in a market engagement exercise on the 16th October 2023 for the Project. Portsmouth Water are raising awareness to the upcoming opportunities on the Project for Works and Services related to two procurements:

Procurement Package : Visitor Centre and Recreational Facilities

(i) Design and construction of the Visitor Centre

(ii) Design and construction of Recreational Facilities

The procurements will involve the design and construction of a Visitors’ Centre and Recreational Facilities.

The CPV codes set out in this PIN are included to give an indication of the likely scope of works and services. Portsmouth Water does not guarantee that all the activities referenced by the CPV codes will form part of any future contract notice(s), nor is the list exhaustive of all activities which may be included in any procurement process under this Project.

Portsmouth Water intends to procure suitably experienced organisations, with the capacity and capability of successfully delivering the works and services required for each contract.

The procurements will take place discreetly for the below package of works. Portsmouth Water does hold the right to change the number of contract packages before the procurements start.

The package of works and services is for the Visitor Centre and Recreational Facilities. This will be procured in 2025 and it form part of the overall construction works on site and works cannot start on site until the reservoir structure is built.

The detailed description of the works and services are as follows:

Visitors’ Centre and Recreational Facilities

The Visitor Centre will be built next to the reservoir. The construction of the Visitor Centre will be an essential element of Portsmouth Water’s connectivity with the wider community providing tangible benefits to people in the surrounding areas. The Visitor Centre will be a bespoke building within the overall reservoir development.

Portsmouth Water’s vision for the Visitor Centre is:

• Be used by the local community, inform people about Portsmouth Water’s work and enhance visitors’ health and well-being;

• Complement the natural setting, showcasing nature and the reservoir;

• Provide information to visitors about the history and archaeology of the Site;

• Exhibit and inform visitors about water resource management and protection of wetland habitats.

The Design & Access Statement, Engineering and Design Report and Environmental Statement make commitments to:

• Café;

• Shop;

• Educational facilities, including school visitors;

• Flexible space for community use;

• Toilets.

There is also an ambition to apply the ‘LETI Climate Emergency Design Guide’, to reduce whole-life CO2 emissions.

The key design parameters are:

• Building Zone 30m x 55m (Gross Internal Area circa 622m2)

• Maximum height 10m

Recreational Facilities

The Recreational Facilities include:

• Playground facilities;

• Bird hides and screens;

• Picnic tables and other site furniture;

• Fishing platforms;

• Slipway;

• Fencing and gates;

• Viewing platforms;

• Car park barriers, charging points and ticketing facilities;

• Public art;

• Life-saving equipment.

The key design parameters of the Bird Hide are:

• Building Zone 9m x 20m (GIA circa 70m2);

• Maximum height 5m
