In 2021, within the City Hall of Sector 3, an IT system in the form of a portal-platform for interaction with citizens was implemented and developed, aimed at increasing the level of institutional communication by providing civil society with electronic services and tools (modules) that assist in the activities of associative mediums (owners' associations, civic NGOs, etc.) and improve communication between citizens and the City Hall of Sector 3 of Bucharest Municipality.
The project's objective is the development of additional interoperability modules of the existing IT system, which is a citizen interaction platform within the City Hall of Sector 3 of Bucharest Municipality, with other existing IT systems, which will be requested during the framework agreement concluded between the bidder (legally authorized to provide development services for the IT system) and the Contracting Authority.
In accordance with the provisions of Article 160, paragraph (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the awarding documentation is 18 days before the deadline for submitting offers.
In accordance with the provisions of Article 160, paragraph (2) of Law no. 98/2016, with subsequent amendments and completions, the contracting authority will send the consolidated response to the requests for clarifications/additional information on the 11th day prior.

Maximum quantity framework agreement – 19,858 hours – 4,964,500.00 lei excluding VAT;
Estimates of minimum and maximum quantities that may be requested during the entire framework agreement, as well as the minimum and maximum quantities that may be subject to a single subsequent contract among those to be awarded during the framework agreement are attached to the awarding documentation.
Frequency and value of contracts to be awarded:
The awarding of subsequent contracts at the conclusion of the framework agreement will be done without resuming the competition.
During the framework agreement, the contracting authority estimates that 5 subsequent contracts will be concluded, that is a maximum of 2 subsequent contracts/year, but the contracting authority reserves the right to conclude more or fewer subsequent contracts, depending on needs, as follows from the provisions of Article 20, letter f) of HG no. 395/2016 for the approval of the methodological norms for the application of the provisions related to the awarding of the public procurement contract/framework agreement from Law no. 98/2016, with subsequent amendments and completions.
