The subject of the contract is the supply of new applications and technological means that will improve the management and functionality of the Municipality. The selection of the proposed actions was made from the marketplace of actions of the invitation with the aim of serving the local needs and policies of the Municipality.
These Actions are:

• Management system for municipal cemeteries and digitization of files
• Electronic consultation system for budget and technical program
• Electronic invoicing

Connection of lamps to a central management computing center.
The lighting network must be capable of remote management, control, and supervision through a special system. The solution must include a central smart lighting platform, which can be hosted either on Cloud infrastructure or on the client’s premises and can be easily and seamlessly connected to a central management system. These controllers must be installed in the power supply electrical panel of the luminaires (FOE or pillar) and control (on/off) as a whole the group of interconnected luminaires, as well as record operating characteristics (energy, time, etc.).

-Organization of Movement Office and Management of Municipal vehicle fleet
The application should monitor and manage the entire vehicle fleet of the municipality with the installation of modern telematics units and screens in at least twenty (20) vehicles of the Municipality and interconnection with the central management software.
By using the platform, the tracking of vehicle movements in real time and the routes taken will be achieved, monitoring of adherence to scheduling and execution of routes, as well as significant fuel savings.
-Management system for municipal cemeteries and digitization of files
This online application aims at the interoperability and digitization of the cemetery office’s operation. The goal is to increase the efficiency of the cemetery office and improve citizen service. The system should completely cover the management of burials, exhumations, ossuaries, extensions, charges, etc., of the municipal cemetery. It should also provide spatial representation of the information on a digital map. With this project, the Municipality will have a clear and fully up-to-date picture of the cemeteries and the relevant department of the local municipality will have a tool for daily operation.
-Electronic consultation system for budget and technical program
This online application should allow the Municipality to conduct consultations with citizens via the internet. Citizens can authenticate, comment, interact with the municipal authority, propose, and respond to questionnaires on matters relating to the Municipality. As a result, the citizens' proposals will be published based on the most popular options.
-Electronic invoicing
The electronic invoicing system is a necessity for Local Authorities according to current legislation concerning the execution of public contracts. There should be interconnection with the existing Financial Management Subsystem of the OAS.

Complete infrastructure for protection against cyberattacks (Network Firewall, Endpoint security, etc.) and provision of teleworking system.
This involves the comprehensive installation, parameterization and training of users on software, which will provide the Municipality with a unified system of protection and supervision of both the installed software and hardware, as well as the level of cybersecurity of endpoints and servers, with all the necessary licenses.
