This is not a procurement notice or a request for proposals, but a request for information, in which the contracting authority is conducting a market survey of potential providers and solutions available on the market for its procurement needs. The information obtained from the market survey will be used in the preparation of future procurement.
Länsi-Uudenmaan hyvinvointialue (LUVN) has a need to acquire home-delivered technology for the use of the residents of the welfare area as well as an alarm system that receives alarms generated by the aforementioned technology.
Länsi-Uudenmaa welfare area is assembling and initiating its own activity called Security Assistance Service, whose goal is to enable and support customers' independent coping in their own homes around the clock. A key element of the Security Assistance Service is the technology delivered to homes or home-like services and the alarm reception system that receives the alarms generated by them.
LUVN wants to use this request for information to map out available technological solutions that ensure customer safety delivered to homes and solutions suitable for receiving related alarms in the social and healthcare sector.

To refine its procurement needs, plan the procurement, and create tender documents, Länsi-Uudenmaa welfare area wants to engage in market dialogue with suppliers offering solutions that meet these procurement needs. Through market dialogue, the welfare area hopes to gain information about generally available solutions that correspond to the procurement subject. We are interested in your solutions and services related to safety technology that supports living at home, how the solutions guide alarms to the emergency alarm reception system, and what features the reception system includes. We also wish to find out what types of information your system generates to support the planning of services offered to professionals besides alarm information.
Suppliers are requested to register for the market dialogue by email to: hankinta@luvn.fi. Registration is requested to be sent by October 3, 2025, at 12:00. The registration should be titled as follows: “Home Safety Devices and Alarm Reception System”
The content of the email may simply include the supplier's name and the contact information of the supplier's contact person. LUVN will contact the contact persons of the registered suppliers to arrange the implementation of the market dialogue. According to the plans of the welfare area, the market dialogue is expected to include both discussion sessions and the exchange of written material, but the precise schedule of the dialogue will be refined later. The contracting authority reserves the right to arrange individual market dialogue discussions in addition to commenting on written materials. The contracting authority reserves the right to choose a suitable number of suppliers for individual discussions based on written responses. The timing of individual discussions will be agreed upon separately with the suppliers.
The market survey announcement does not oblige the contracting authority to carry out a formal procurement procedure. The description of the procurement and the estimated schedule of the procurement procedure, as well as other information presented in the market survey announcement are preliminary and indicative advance information. A company's response or failure to respond does not hinder participation in a possible procurement procedure. Participation is not compensated. The contracting authority will treat the information provided by the registered companies confidentially, and the names or other information of the companies will not be published.
