This investment project of the municipality of Miercurea-Ciuc is aligned with the objectives of PMUD Miercurea Ciuc 2016-2025, financed through investments from European funds via the PNRR I.1 – Sustainable urban mobility investment, operation I.1.2 - Ensuring infrastructure for green transport – ITS, eligible activities include those classified under code 076 - urban transport digitization - intelligent transport systems (ITS). According to the programmatic documents at the European level, urban mobility must become much less dependent on the use of cars by shifting the focus from mobility primarily based on these vehicles to mobility based on walking, cycling as a means of transport, use of high-quality and efficient public transport, reducing car usage while using non-polluting categories of vehicles.
By developing an intelligent and efficient traffic management system, as well as modernizing/integrating the current monitoring locations of the city, an effective tool for data collection, documentation, storage, and support in coordinating the actions of the Romanian Police and the Local Police of Miercurea-Ciuc will be created.

In this regard, through the supported activities/measures under the defined objectives, the main focus will be on improving intelligent traffic management solutions based on metadata, to combat congestion and pollution on the streets, decarbonization, and improvement of the public transport sector, associated with urban mobility solutions as a public service, improvement of logistics and freight transport routes, as well as the extension and modernization of the physical road infrastructure based on metadata, road connectivity projects.
The objective of the project is to implement an ITS traffic system (STI) that focuses mainly on improving traffic flow and safety on urban roads through adaptive controls and analyses. The introduction of traffic monitoring through video cameras will contribute to the achievement of these objectives. The video traffic monitoring system is of the closed-circuit type, with monitored areas visualized in a control center located at the Local Police headquarters. This goal will be achieved through the procurement of equipment, including design and execution of installation works, ensuring power supply and cabling, as well as installation and configuration of the system for the development of intelligent traffic management systems, by equipping the control center and implementing a video traffic monitoring system.
By implementing the traffic management system, the Municipality of Miercurea Ciuc aims to achieve the following general objectives:
1. Improving city safety
2. Ensuring public and road safety
3. Monitoring and managing traffic
4. Protecting public domain
5. Transparency and supervision
In accordance with the provisions of art. 160 para. (1) and (2) of Law 98/2016 with subsequent modifications and completions, the Contracting Authority will respond to requests for clarifications/information on the 11th day before the deadline for submitting offers. The deadline by which any interested economic operator can request clarifications or additional information regarding the award documentation is 19 days before the deadline for submitting offers.

The contracting authority is Miercurea-Ciuc Municipality, beneficiary of the financing contract through investments from European funds through PNRR/2022/C10 - I.1.2 - Ensuring infrastructure for green transport – Green urban mobility, operation I.1.2 - Ensuring infrastructure for green transport – ITS, eligible activities include those classified under code 076 - urban transport digitization - intelligent transport systems (ITS).

The award documentation refers to the purchase of:
- supply and implementation of a traffic management system, which consists of the following components:
1. LPR INFORMATION MANAGEMENT AND VISUALIZATION SYSTEM,
2. VIDEO MANAGEMENT AND MONITORING SYSTEM,
3. DISPATCHING EQUIPMENT,
4. AUXILIARY EQUIPMENT;
- design and execution of installation works, commissioning of all elements, and implementation of the system, including technical assistance from the designer during the execution of the works for the traffic management system;
- warranty services and technical assistance services according to the needs mentioned in this Specifications.
