The subject of this competition is the procurement of goods and their installation, all in accordance with the technical specifications, drawings, and cost estimates, in which the name, quantity, and other conditions necessary for the completion of the offer are specified.
The subject of procurement is not divided into groups, and the estimated value of the procurement refers to the entire subject of procurement, and the Contracting Authority intends to conclude one public procurement contract with the selected economic entity for the entire subject of procurement.
The project includes the construction and equipping of a reference container-type measurement station for continuous monitoring of air quality in the area of the Port Authority of Ploče.
Through the implementation of modern technologies, the project will enable the monitoring of pollutants whose concentrations need to be continuously measured at the selected location of the Port Authority of Ploče, namely: gaseous pollutants nitrogen oxides (NO and NO2), carbon monoxide (CO), sulfur dioxide (SO2), particulate matter PM10 and PM2.5, and heavy metals (As, Cd, Ni, and Pb) in PM10. At the location, it is necessary to continuously measure meteorological parameters (temperature, relative humidity, wind direction, and speed).
The subject of the contract includes
A. Delivery and installation of one automatic air quality monitoring station in container design in accordance with the Main Project
B. Calibration of gaseous pollutant analyzers in an accredited calibration laboratory according to the standard HRN EN ISO/IEC 17025 before delivery and after one year of the station's operation.
C. Installation of an information system for data collection, transmission, and processing/validation of measurement results.
D. Maintenance/service of the equipment during two years of station operation in accordance with the manufacturer's recommendations
E. Data validation during two years of the station's operation
F. Conducting the PM10/PM2.5 equivalence procedure during the first year of the station's operation
G. Determining heavy metal content in PM10
Technical requirements and specifications refer to all necessary preparatory work and actions required for the execution of the contract.
The air quality measurement station and associated software, including installation, commissioning, and maintenance, which is the subject of procurement must be delivered in accordance with the technical specifications that are an integral part of the Procurement Documentation and in accordance with applicable laws and other legal and subordinate regulations governing the subject of procurement area, as well as the rules of the profession and best practice, and in any case, must include all data and information relevant for decision-making.
If the economic entity submits an offer that does not fully meet the needs of the Contracting Authority specified in the description of the subject of procurement and technical specifications or offers goods, works, and services that clearly do not meet the needs of the Contracting Authority in relation to the requested subject of procurement, the subject offer will be rejected.
The economic entity bears the risk if it does not include all costs in its offered price.
This procurement subject does not refer to brand, source, patent, etc., although in the case of reference to a specific brand or source, or a specific process with characteristics of products or services provided by a specific economic entity, or to trademarks, patents, types, or specific origin or production, it is deemed that any such reference pursuant to Art. 209. ZJN 2016 is accompanied by the term "or equivalent" and that the economic entity may offer equivalent.
The Procurement documentation of this procurement procedure specifies the minimum technical characteristics and basic features (characteristics) that describe the subject of procurement.
The Contracting Authority will not reject the offer because the offered works, goods, or services are not in accordance with the technical specifications to which it referred, if the bidder satisfactorily proves to the contracting authority, by any appropriate means, including the means of proof from Article 213. ZJN 2016, that the solutions proposed by them in an equivalent manner meet the requirements defined by technical specifications.
