The object of the contract consists of the acquisition, installation, and setup of a parking digitization system (smart-parking) within the Municipality of Reșița. In order to improve accessibility and mobility for the residents of Reșița, as well as for better management of public parking in the locality, it is desired to digitize 2101 parking spaces by installing sensors, energy-independent parking meters, a mobile application for identifying available parking spots, and paying parking fees. These will be integrated with Smart City systems, including the existing REȘIȚA Parking application. The acquisition, installation, and setup of the products will be carried out in accordance with the PNRR requirements — Pillar IV Social and Territorial Cohesion – Component C10 – Local Fund, Axis I.1 - Sustainable Urban Mobility, Funding Contract No. 445/04.01.2023 Days until clarifications can be requested before the deadline for submission of offers - 20 days. The architecture of the smart-parking system is straightforward, based on the principle of efficiency of distributed equipment and applications. The system relies on sensors placed in parking spaces, which will transmit information to the mobile parking management application through the interconnection equipment, where the user will be able to identify available spaces and pay the fee for that parking. For parking service payments, energy-independent parking meters located near each parking lot will also be available. From this perspective, the system that is the subject of this specification consists of: - 50 street parking meters - 2101 parking sensors - 40 interconnection equipment - Management software application, including a mobile payment application that requires the extension and modernization of the existing REȘIȚA Parking application. - 1 license; For this system, the issuance of an Urbanism Certificate and obtaining location and connection approvals will not be necessary.
