The subject of the contract is the modernization of the water supply system through the replacement of water meters, network modernization, and implementation of an intelligent water meter network management system. 2. A detailed description of the subject of the contract for Part I and Part II is included in Annex No. 1 to the SWZ - Description of the subject of the contract, while the draft provisions of the contract are defined respectively in Annex No. 2a, 2b to the SWZ. The provisions regarding Part II particularly concern points 3.2, 4.2., 4.3. Description of the subject of the contract. The general requirements contained in the Description of the subject of the contract apply to both Part I and Part II. The remaining provisions concern Part I.

3. The subject of the Agreement is particularly the delivery, installation, configuration, integration, commissioning, and implementation of an integrated IT system supporting the management of water and sewage infrastructure and the provision of e-public services, including: 1) e-Service Portal (eBOK), 2) Mobile Application (Android), 3) Back-Office Module with a workflow mechanism, 4) eGIS system along with the construction and implementation of spatial databases, 5) Telemetry system aggregating data from measuring points, 6) Visualization and balancing system for zones (DMA), 7) Integration with the Customer's domain systems, 8) Integration with the EZD system, 9) Integration with the electronic payment system, 10) Integration with the notification system (SMS, email, push), 11) Delivery, configuration, and integration of measuring and telemetry devices, 12) Implementation, training, documentation, and technical assistance. 13) Implementation of the System. The System can be on-premise, cloud-based, or hybrid. 2. The scope of the subject of the contract includes the delivery and replacement of water meters, network modernization, and the implementation of an intelligent water supply management system.
In the case of using a hybrid architecture, the use of external infrastructure (including cloud services or remote components) is permitted, provided that: 1) the key data of the Purchaser, particularly measurement data and user data, is stored on infrastructure under the Purchaser's control or in a manner that ensures the Purchaser full access and control over that data, 2) data security is ensured in accordance with applicable legal regulations and the requirements of the OPZ, 3) The system ensures continuity of operation regardless of the availability of external components in the scope specified in the OPZ, 4) the solutions used do not cause the Purchaser to become dependent on a single supplier (vendor lock-in), 5) the Purchaser has administrative access to the System to allow for its operation and control. The Contractor is obliged to present the architecture of the System and obtain its acceptance by the Purchaser before implementation.
