Subject of the contract: “Delivery, installation, configuration, and commissioning of an integrated access control and parking zone management system”.
Location of the sites: Sofia city, Mladost district, Tsarigradsko Shose Blvd. No. 111Zh. The site covers the entire area of the Science and Technology Park (STP), including the existing public paid zone (multi-storey parking and open areas) and the internal service zone designed for controlled access by employees and partners. To ensure connectivity between the location of the panels and the main server room, the Contracting Authority provides an established optical network infrastructure (MultiMode fiber). The Contractor must align the interfaces of the proposed equipment with the available transmission medium.
The public contract covers the execution of a complex of engineering, software, and installation activities, distributed in the following main directions:
• Demolition and preparation: Removal of existing worn-out equipment (barriers - 38 pcs, cameras - 19 pcs, terminals - 19 pcs) and preparation of infrastructure for the new system.
• Delivery and installation: Installation of a new entry-exit infrastructure, including electromechanical barriers, cameras for automatic license plate recognition (LPR), payment terminals, and information displays. The equipment required to build the access control and parking zone management system must be new, certified, compatible with the software platform, and meet all applicable standards for safety, reliability, and durability.
• Software deployment: Installation and configuration of a centralized local platform for system management, tariffing, and real-time monitoring.
• Integration: Connecting all new and existing (usable) components into a single ecosystem.
• Training and commissioning: Conducting training for the operator staff of the Contracting Authority and handing over the system in full operational readiness.
The existing system covers the public paid zone, consisting of seven access control points. The first six are standard entry-exit points, each built on a single physical island, equipped with an entry and exit barrier, LPR cameras for both directions, entry and exit terminals, and two payment devices located in the multi-storey parking building.
Internal subzones have also been built within the paid zone, including two control islands with barriers and cameras that manage access to the multi-storey parking building. In addition, there is an internal service zone consisting of twelve access points (checkpoints 8–19), built as physical islands for controlled access. They operate under strictly defined access levels via LPR or contactless cards and do not support payment mode for external persons.
Site inspection: Conducting an inspection before submitting an offer is mandatory!
Site inspection: Within the deadline for receiving offers, interested parties must carry out an on-site inspection, for which purpose they must contact in advance and agree on a date and time for the inspection!
