Assignment Title: Development and delivery of managerial training Reference No. GD-PCU - GRENADA-381458-CS-QCBS



 



The Government of Grenada-Ministry of ICT has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project (CARDTP) and intends to apply part of the proceeds for consulting services.



 



The consulting services (“the Services”) include the consultant undertaking this assignment is charged with a multifaceted role in implementing the digital adoption program for SMEs. Initial tasks involve conducting a needs assessment, meticulously identifying challenges, gaps, and opportunities for SME owners and managers, coupled with an in-depth analysis of their current skill levels and training requirements. Subsequently, the consultant will spearhead the design, development, and implementation of a tailored digital adoption program, targeting a minimum of 125 SMEs. The program encompasses essential topics such as productivity improvement, data management, digital technologies, customer engagement, process automation, social media utilization, and cybersecurity. In addition to program design, the consultant is tasked with providing ongoing learner support, collaborating with the Project Implementation Unit (PIU) to organize a learning workshop on business coaching for digital skills. Program coordination responsibilities include logistical coordination, delivery of both in-person and online training sessions, as well as real-time monitoring of participant progress with timely support as needed. A crucial aspect involves the development of evaluation tools to assess program effectiveness, conducting regular assessments, and compiling data to measure the program's impact on participants' skills and business outcomes. The consultant will then prepare comprehensive reports, offering valuable recommendations for continual program enhancement. The duration of this activity is for a period of 24 Months.

The Government of Grenada-Ministry of ICT now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.



 



The shortlisting criteria are:




  • 3 years’ experience in delivering digital skills training in a hybrid manner (virtual and in-person)



 




  • Proven experience in curriculum and instructional design

  • Proven experience in conducting assessments of learners and learning outcomes.

  • 3 years’ experience in managing e-learning content and platforms

  • Proven experience with education and training, human resource development, or related tasks with youths and SMEs in Grenada.



 



Key Experts will not be evaluated at the shortlisting stage.



 



The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and



3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, November 2017, August 2018, November 2020, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.



 



Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.



 



A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Procurement Regulations.
