The task involves launching e-public services for citizens, entrepreneurs, and public administration institutions in the area of road infrastructure management and traffic organization carried out by the county organizational unit - the District Roads Authority in Nowe Miasto Lubawskie with its seat in Kurzętnik. The goal of the task is to launch 12 e-services of high maturity - level 5, A2A, A2B, A2C along with the construction of the system for their availability. As part of the system construction: a system for managing road infrastructure and traffic organization will be purchased along with a mobile application, powered by data necessary for the correct functioning of e-services. Integrated IT tools will be implemented, allowing for effective handling of administrative proceedings related to road infrastructure management and space through e-services. The system will include:
1) system modules: Map Module, Road and Road Reserve Object Register, Administrative Procedures, Calendar, Reporting, Investments and Repairs, Road Inspections, Engineering Objects Inspections, Road Detours Management, Traffic Organization, mobile application, Public e-services Module
2) system functionalities in the area of security - authentication, access control, confidentiality, availability, accountability, integrity, scalability, backups, attack protection, monitoring, system performance, personal data protection
3) document repository, e-forms, e-service documentation
4) implementation, adaptation of the website to the WCAG 2.1 standard, handling reference databases for a period of 5 years including ensuring hosting service, technical support, warranty
The system will be powered by data particularly:
1) reference system - 228 km of roads
2) field measurement (mobile scanning, photo documentation, GCP - Ground Control Point platforms in the field, classification, colored point cloud) - 228 km
3) road infrastructure and traffic organization objects (road reserve register) - 228 km of roads
4) technical-operational map of roads - 1 set.
5) maintaining data accuracy in the system for a period of 5 years (updating the register, annual inspections, and five-year inspections of roads).
The task also includes purchasing equipment necessary for the construction of the e-service providing system. Purchases have been planned at a minimal level ensuring the proper realization of operational objectives and include the purchase of:
1) desktop computers with uninterruptible power supplies UPS - 6 pcs. + 6 pcs.
2) laptops with docking stations - 3 pcs.
3) 32' monitor for monitoring - 1 pcs.
4) 32" monitor for computer sets - 7 pcs.
5) RTK tablet (Android) with external antenna - 4 pcs.

Task 1.
1. The task involves launching e-public services for the Citizen (A2C), entrepreneurs (A2B), and public administration institutions (A2A) in the area of road infrastructure management and traffic organization carried out by the county organizational unit - the District Roads Authority in Nowe Miasto Lubawskie with its seat in Kurzętnik. The goal of the task is to launch 12 e-services of high maturity - level 5, A2A, A2B, A2C along with the construction of the system for their availability. The system must operate directly in the web browser without the need to install any plugins.
2. Performing, for road reserve management, data acquisition in the field, appropriate processing, and feeding the System database and updating the road and engineering object records, in accordance with the Regulation of the Minister of Infrastructure of February 16, 2005, on the method of numbering and registering public roads, bridge objects, tunnels, culverts, and ferries as well as the register of numbers assigned to roads, bridge objects, and tunnels, field inventorying and data processing regarding road reserves for public roads managed by the Nowe Miasto County estimated length of 228 km (+/- 5%), including:
a. establishment of a reference system
b. conducting field measurements - simultaneous acquisition of photographic documentation of the road reserve (photographic registration) of spherical sequential photos and mobile laser scanning
c. processing data from field measurements into:
i. Spherical photographic registration
ii. 3D point cloud
d. developing a digital database of vertical and horizontal signage
e. developing a digital database of applicable selected decisions regarding roads issued by the District Roads Authority in Nowe Miasto Lubawskie
f. inputting data on road infrastructure objects and traffic organization
g. producing a technical-operational map of county roads
h. maintaining data accuracy in the system for a period of 5 years (updating the register, annual inspections, and five-year inspections of roads).
3. Conducting, at times agreed with the Ordering Party, training for employees on full service of the System, especially regarding editing and entering data into the road record and the network administrator of the Ordering Party in the field of administering the System,
4. Providing one-month (1) Post-Implementation Assistance during the System stabilization period,
5. Providing Maintenance Service for a period of 60 months from Final Acceptance,
6. Providing, throughout the duration of the contract, Development Services, in accordance with the Contractor's declaration contained in the offer form but not less than 100 man-hours.
7. Delivering during the task implementation period and Maintenance Service, a cloud computing service from which the System will be made available, dynamically responding to changes in load and the required storage space for data.

Task 2.
The implementation of the task will involve delivering the EZD RP System in SaaS model, whose main aim is to streamline document registration and circulation, increase transparency of operations of the institution, reduce costs associated with paper circulation, and enhance the security of stored data and documents at the District Roads Authority in Nowe Miasto Lubawskie.
