Description:
The Finnish Institute for Health and Welfare plans to procure two digital pathology scanners for its forensic unit's histology laboratories, including necessary software and maintenance services, to facilitate the digital examination of deceased samples.

The aim of the Finnish Institute for Health and Welfare (also known as THL) is to initiate a procurement process for two (2) new digital pathology glass scanners for the forensic unit's histology laboratories located in Helsinki and Turku (one device for each). The planned procurement will include the software and systems/system integrations required for the scanners as well as services needed for the maintenance of the devices and software. It is assumed that no special device-related supplies or spare parts will need to be considered separately in the procurement.

The acquisition of the scanners would allow the forensic unit to implement digital pathology examination methods, whereby histological samples from deceased individuals from the unit's five (5) locations would be scanned into a digital format, making them accessible regardless of location. Annually, approximately 80,000 deceased samples would be scanned and evenly distributed between the two (2) scanners. About 50 users should be able to view the images. The baskets going to the scanners must be compatible with the Sakura Prisma dyeing machine baskets already in use by the procurement unit.

The initial intention is to procure the acquisition as a single whole, as the equipment and related services must be consistent. The devices can be procured as a service solution, through a leasing model, or purchased outright; the procurement model will be further clarified. During the market dialogue, options will be explored and the impacts of regulation will also be considered (most recently the amendment of the Energy Efficiency Act, ETL 1382/2025).

No compensation will be paid for participation in the market dialogue.

The market dialogue does not bind a potential provider interested in the procurement to participate in a later tender competition. It also does not oblige the procurement unit to carry out the actual procurement procedure. All information presented in this market survey notice and during the market dialogue is preliminary and indicative, and does not bind any kind of decision.

2. Registration
