1. The subject of the contract is the delivery and implementation of an intelligent management and monitoring system for water supply infrastructure as part of the investment task entitled "Intelligent Management and Monitoring of Water Supply Infrastructure in the Gmina Gidle Area".
2. The scope of delivery includes:
1) A monitoring and analysis system for the water supply network, involving the delivery and replacement of water meters with intelligent ones, along with software for readings and management in residential buildings, commercial facilities, public utility buildings, and water stations, into intelligent measurement devices with communication modules, enabling comprehensive analysis of the water supply network's condition.
Quantity of devices:
a) Single-jet dry running water meter, equipped with a radio module for remote reading, DN 20 – 2173 units, including:
- water meter chambers not requiring a passive antenna – 2123 pcs.
- water meter chambers requiring a passive antenna – 50 pcs.
b) Ultrasonic water meter equipped with a radio module for remote reading DN25 – 7 units, including:
- not requiring a passive antenna – 4 units.
- requiring a passive antenna – 3 units.
c) Ultrasonic water meter equipped with a radio module for remote reading DN32 – 9 units;
d) Ultrasonic water meter equipped with a radio module for remote reading DN40 – 5 units;
e) Ultrasonic water meter equipped with a radio module for remote reading DN100 – 1 unit,
f) Screw water meter for measuring wells at intakes DN100 with GSM recorder, as part of the intelligent management system for the water supply network - 1 unit
g) Software for data reading and management (mobile application and management platform) along with a reading set (smartphone, scanner, antennas, head);
2) A system for intelligent management of the water supply network, including the installation of a telemetry set – a set of 10 pcs. and a monitoring system. The system involves measuring key stretches of the network and essential points, such as water intakes, which will contribute to optimizing water transmission and quickly detecting areas of excessive consumption and potential failure points, improving network efficiency and faster problem resolution, ensuring proper pressure and quality.
3) A geographic information system (GIS) enabling centralized management of data related to the water supply network, allowing for effective management of water resources, searching, identifying, categorizing, advanced symbolization, creating statistics, generating reports, maintaining records, monitoring and notifying of changes, planning maintenance, carrying out measurements with attachments, notes and reports, as well as performing analyses and comparisons, rapid visualization and localization of objects and events on the network, significantly increasing the availability and knowledge of water supply infrastructure. The GIS system, as an organized environment, will include server software with multi-user (desktop) access via a web browser (www) with a central database for entering, collecting, processing, and visualizing spatial and descriptive data allowing centralized management of water supply network data such as pipe location, technical parameters, repair histories, and water quality data;
4) A mathematical model of the water distribution system – the network skeleton – showing the locations of objects, water meter data, used to locate water consumers in order to charge the network skeleton with resulting distributions; technical data of key hydraulic objects located within the network, such as pumps, tanks, valves, intakes, reducers; hydraulic settings of objects, control rules, pump curves, equipment operating schedules.
5) Installation of drinking troughs – 3 pcs.
3. A detailed description of the subject of the contract and scope of work to be performed by the Contractor is included in Annex 1 to the SWZ.
4. The devices must be brand new, have a warranty, and include a catalog card confirming the technical parameters of the water meters.
5. The scope of the contract also includes performing all dismantling works. The Contractor is obliged to dispose of the waste from the dismantling in accordance with legal regulations, including securing work, cleaning, systematic removal of generated waste to a licensed landfill, along with documenting this removal. The waste management process will be carried out either by the entity performing the work or handed over to specialized entities that will include real costs associated with waste management and disposal in their service price.
6. Other obligations of the Contractor:
1) Equipment and delivery vehicles used to execute the order must be powered/charged from renewable energy sources (RES). The Contracting Authority allows vehicles of the type: BEV (Battery Electric Vehicle), PHEV (Plug-in Hybrid Electric Vehicle), FCEV (Fuel Cell Electric Vehicle), EREV (Extended Range Electric Vehicle). Equipment, and vehicles used for the project must have the necessary technical inspections. Each identified case of using tools, including delivery vehicles, not in accordance with the above provisions will result in the imposition of a contractual penalty in accordance with the contract.
2) The Contractor is obliged to deliver and install the subject of the contract fully accessible for persons with disabilities and with special needs – according to applicable regulations, including the Act of July 19, 2019, on ensuring accessibility for persons with special needs, especially Article 6.
7. The order is part of the project "Intelligent Management and Monitoring of Water Supply Infrastructure in the Gmina Gidle Area," which is co-financed by the European Regional Development Fund under the European Funds for Łódzkie 2021-2027 program. Contract number FELD.02.12-IZ.00-0008/24-00.

4.5. The scope of the order also includes performing all dismantling work. The Contractor is obliged to dispose of waste from dismantling according to legal regulations, including securing work, cleaning, systematic removal of generated waste to a licensed landfill with documentation of such removal. The process of waste management will be undertaken by the entity completing the work or delegated to specialized entities that will include real costs related to waste management and disposal in their service price.
4.6. Other Contractor obligations include:
1) Equipment and delivery vehicles used in the order must be powered/charged from renewable energy sources (RES). The ordering party allows vehicles of types: BEV (Battery Electric Vehicle), PHEV (Plug-in Hybrid Electric Vehicle), FCEV (Fuel Cell Electric Vehicle), EREV (Extended Range Electric Vehicle). Equipment and vehicles used for the project must possess the necessary technical documentation. Each identified instance of using tools and delivery vehicles not compliant with these regulations will result in the imposition of a contractual penalty per the contract.
2) The Contractor is obliged to deliver and install the subject of the order fully accessible to persons with disabilities and those with special needs – according to applicable regulations, including the Act of July 19, 2019, and ensuring accessibility for persons with special needs, especially Article 6. The Contractor must comply with the provisions of this law, particularly meeting the minimum requirements to ensure accessibility for people with special needs.
