Description:
The procurement seeks to modernize the Council's core ICT systems for Parking and Markets services through nine interoperable lots, covering functions such as permits, PCN processing, cycle parking management, and cashless parking.
The Parking and Markets ICT Systems procurement is aiming to modernise the Council’s core enabling systems that support day-to-day delivery of Parking and Markets services. The requirement will be procured as nine interoperable lots, allowing suppliers to bid for one or more lots, covering key functions including permits and vouchers, PCN processing and enforcement, suspensions, cycle hangars, cashless parking, fixed penalty notices, markets and street trading, parking infrastructure maintenance, and abandoned vehicle processing. The procurement will be run as an open competitive flexible procedure under the Procurement Act 2023, using a staged evaluation approach. The anticipated contract model is predominantly SaaS, with appropriate security, data protection, reporting and performance management requirements applied proportionately by lot.
Lot 1 - Penalty Charge Notices (PCNs)
Includes a full range of services, from on-street enforcement and removal truck management to CCTV enforcement and managing debt recovery through our Enforcement Agencies.
Lot 2 – Permits & vouchers
Includes a comprehensive range of permits issued by the council, including resident, business, and all-zone permits, along with CCTV exemptions.
Lot 3 – Cycle hangars and cycle parking
Management of cycle hangars and cycle parking in the borough.
Lot 4 – Suspensions
Management of parking suspensions and relevant services.
Lot 5 – Parking infrastructure maintenance
Management of all parking infrastructure such as signs, lines, machines and other relevant items.
Lot 6 – Markets, shop fronts and street trading
Management of market traders' licences, pitches, pavement licences, annual fees.
Lot 7 – Abandoned vehicle processing
Processing of abandoned vehicle reports, removals and FPNs.
Lot 8 – Cashless parking
Provision and management of cashless parking payments across the borough.
Lot 9 – Fixed penalty notices (FPNs)
End-to-end processing of FPNs across relevant Council services, including abandoned vehicles, environmental enforcement and waste services, Markets and other future service areas.
