The subject of the contract resulting from this procedure is the design and execution of all works identified in the Feasibility Study for the object "Infrastructure Development for Energy-Efficient Transport Vehicles: Charging Stations for Electric Vehicles at Cluj Arena in Cluj-Napoca":
- the acquisition of all necessary materials and products, all machinery, tools, and equipment (including any lifting or handling machinery) necessary for the execution of the works;
- any activity or temporary work necessary for site preparation, or any authorization required for the Contractor from the competent authorities for the execution of the works and the realization of temporary activities and works;
- transportation to the site of any materials, machinery, components, and working equipment, of any normal or extraordinary means necessary for the execution of the works;
- any testing and relevant tests, as these tests are required by legislation and regulations in the field of construction quality assurance systems;
- any consumables necessary for executing the works and conducting the tests;
- normal and extraordinary maintenance of the works until their handover to the Contracting Authority;
- activities and consumables necessary for maintaining the site clean and functional, dismantling, and removing any temporary works or activities;
- preparation of any documentation required by the Contractor for executing the works, documentation which includes but is not limited to:
o Overall schedule of public investment (physical and monetary)
o Quality plan for execution;
o Quality control plan;
o Certifications and test results;
- Documentation of the information necessary for the Technical Book of the construction, including documentation of the operating instructions.
In accordance with the provisions of art. 160 para. (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the awarding documentation is 18 days before the deadline for submitting offers. According to the provisions of art. 160 para. (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority sets a single deadline in which it will respond to all requests for clarification/additional information, as follows: 11 days before the deadline for submitting offers.
The response deadline for clarifications has been set so that economic operators have an adequate period for analyzing the awarding documentation and, subsequently, for preparing offers in light of the responses provided by the Contracting Authority.
