The contractor (AN) supports the client (AG), the Federal Ministry of Transport (BMV), in implementing the funding program for climate-friendly commercial vehicles. At the time of the order, the focus of the services is on the implementation of the funding guideline for charging infrastructure for e-trucks and other services. The BMV is expected to provide 1 billion euros for the implementation of the funding guideline for charging infrastructure for e-trucks from 2026 to 2031. The duration of the funding guideline is intended to begin on 01.01.2026 and is expected to last until 31.12.2029. Initial projects are to be approved starting in 2026. The workload depends on the annual budgetary resources available and the complexity of the project applications to be processed. *** The scope of services includes, in addition to regular professional exchange with the program company NOW GmbH, the exchange with project sponsors who manage corresponding funding activities of other federal departments as well as regular communication with the AG regarding funding policy aspects of programs and measures. Furthermore, the AN supports the AG in communication with the EU Commission regarding the state aid compliance of programs and measures and in updating the central state aid registers of the EU Commission (SANI, TAM, De-minimis register). *** As part of project management, a mortgage according to § 44 Abs. 4 BHO and a commission for the fiduciary administration of the funds provided according to § 44 Abs. 3 BHO by the AG is intended (see No. 4.1 of the service description and §§ 9 and 10 of the contract) *** The AN is to provide the following from a scientific-technical, legal, and business management perspective regarding the overall concept of climate-friendly commercial vehicles and further measures according to No. 1: *** AP 1: Implementation of the funding guideline for charging infrastructure for e-trucks *** The AN takes over the project management of the funding guideline for charging infrastructure for e-trucks and the implementation of individual funding calls for the establishment of publicly and non-publicly accessible charging infrastructure, from the conceptualization of the funding calls, funding advice, application review, issuing decisions, monitoring, verification of use, success control, and all tasks resulting therefrom based on §§ 23, 44 BHO and EU state aid law provisions, and with the application of the procedural guidelines in the “Handbook of Project Funding” of the BMFTR *** AP 2: Implementation of individual collaborative projects in the research and development sector outside existing funding guidelines – if needed *** The AN takes over the project management for projects outside existing funding guidelines that relate to the content of the funding program for climate-friendly commercial vehicles, particularly the charging infrastructure for e-trucks and research and development activities (R&D), including the promotion of innovation clusters. The processing occurs based on §§ 23, 44 BHO, EU state aid law provisions, and applicable administrative regulations. *** The service includes complete scientific-technical and administrative support during the contract duration, from consulting with interested funders, reviewing sketches to verifying use. The procedural guidelines for R&D projects are explained in the “Handbook of Project Funding” of the BMFTR and must be applied. The funding conditions must be observed.
