Assignment Title: Consulting Services for the “Collection and Application of Key Technologies and Products for Infectious Disease Control under the One Health Concept”

The Government of China has obtained a loan from the World Bank to finance the Hainan Province Project under the World Bank Loan for Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project), and plans to use a portion of the loan for consulting services.



The main scope of this consulting service (hereinafter referred to as the “Service”) includes:





  1. Conducting a survey on key technologies, products, and current status for infectious disease prevention and control;




  2. Developing a One Health Key Technologies and Products Catalogue;




  3. Organizing a Hainan Province One Health Key Technologies and Products Exchange Meeting;




  4. Establishing a One Health Key Technologies Expert Talent Pool.





The implementation period for this consulting service is expected to be 12 months from the date the contract is signed and becomes effective, with a total estimated input of 84 person-months, and the anticipated start date in October 2025.



The Terms of Reference (TOR) for this consulting service are provided in the annex to this Request for Expressions of Interest .



The Hainan Provincial Development and Reform Commission (hereinafter referred to as the “Client”) now invites qualified consulting firms (the “Consultants”) to express their interest in providing this consulting service. Interested Consultants should submit the required supporting documents in accordance with the following requirements. The Expression of Interest (EOI) submission (i.e., the proposal) should include at a minimum:



1.A brief introduction of the consulting firm, including its organizational structure.



2.Power of attorney, and identification documents of the legal representative and the authorized person; if the Consultant is a consortium, a Consortium Agreement (format at the Consultant’s discretion) should also be provided.



3.The Consultant must be a legally independent entity or another organization capable of assuming civil liability independently. Provide copies of valid business licenses, institutional legal person certificates, or other proof of legal status; originals should be available for verification.



4.The Consultant should have a good record and reputation. Provide screenshots from the “Credit China” database showing no illegal records, including at minimum the results for “List of Seriously Dishonest Subjects,” “Dishonest Persons Subject to Enforcement,” and “List of Major Tax Violations.”



5.Experience in leading or participating in relevant projects: Within the past three years (from January 1, 2022, to the EOI submission deadline), the Consultant must have implemented at least two (2) consulting service contracts or research projects in fields such as infectious disease pathogen testing and quarantine, prediction and early warning, or emergency medicines (vaccines). Each consulting service contract must have a value of no less than RMB 500,000, and each research project must have a task budget of no less than RMB 1,500,000.



For consulting service contracts, provide copies of key pages of the contract, including at minimum the first page, contract date, party names, service content, and contract amount.



For research projects, provide the project task documents, including at minimum the project title, research content, project budget (or fiscal allocation documents, or proof of fund disbursement issued by the organization’s finance department), the commissioning party’s seal, and project duration.



6.If the Consultant is a state-owned enterprise or public institution, provide the company’s or institution’s Articles of Association.



7.Any other documents the Consultant considers necessary to provide (if applicable).



At this stage, no evaluation of individual experts will be conducted. The Client will select one consulting firm from all firms that have submitted Expressions of Interest (EOIs) based on the firm’s best qualifications and relevant experience, and invite it to submit technical and financial proposals for negotiation.



Interested Consultants should take note of the provisions in Sections 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations”) (November 2020 edition), which set out the World Bank’s conflict of interest policy.



Consulting firms may submit EOIs jointly with other firms to enhance their qualifications, but it must be clearly indicated whether the joint submission is in the form of a consortium and/or subcontracting. If a consortium is selected, all parties of the consortium will be jointly and severally liable for the entire contract.



This consulting service will be procured using the CQS (Consultants’ Qualifications Selection) method as specified in the Procurement Regulations.

Expressions of Interest (EOIs) must be submitted in writing (by hand delivery, by mail, or by email) to Room 1817, 18th Floor, Building No. 59, East Third Ring Middle Road, Chaoyang District, Beijing no later than 17:00 on September 11, 2025 (EOI submission deadline).



It is recommended that Consultants submit hard copy EOIs. If submitting in hard copy, provide one (1) original and two (2) copies, accompanied by a USB drive containing:





  • a PDF scanned copy of the signed original EOI




  • a WORD editable version of the EOI (content must be consistent with the scanned PDF)





In case of any discrepancy between the electronic and hard copy versions, the hard copy shall prevail.



If submitting by email, please send the PDF scanned copy of the signed original EOI and the WORD editable version (content consistent with the PDF).
