Description:
The project aims to implement an integrated ICT infrastructure at the Pneumophthisiology Hospital 'Dr. Nicolae Rușdea' Baia Mare, focusing on digital transformation and interoperability in healthcare through the acquisition of software solutions, equipment, and training for staff.

The acquisition is carried out in the context of implementing the ICT infrastructure (equipment and software solution) at the level of the Pneumophthisiology Hospital 'Dr. Nicolae Rușdea' Baia Mare through the project titled Digital Governance eHealth and interoperability within the Pneumophthisiology Hospital 'Dr. Nicolae Rușdea' Baia Mare, co-financed through the National Recovery and Resilience Plan (PNRR), Pillar II 'Digital Transformation', Component 7 'Digital Transformation', Investment I3. 'Development of the eHealth and telemedicine system', Specific Investment I3.3 'Investments in the information systems and digital infrastructure of public healthcare units'. The project significantly contributes to the implementation of structural reform, modernization of the information system in healthcare, focusing on ensuring a modern operational infrastructure and interoperability, as well as increasing staff competencies.
The Investment I3. 'Development of the eHealth and telemedicine system', Specific Investment I3.3 'Investments in the information systems and digital infrastructure of public healthcare units' aims to develop the infrastructure that serves the activities of institutions in the healthcare field by purchasing and installing the necessary equipment (IT equipment, communication equipment, and related equipment, including licenses), migrating data to new systems and infrastructures, as well as training local technical staff.
A service package that includes (1) software component: licensing services for access to an IT solution for digitizing non-clinical processes and relationships with third parties - a commercially available product for the contractor at the time of tender submission, configuring/parameterizing it according to the Hospital's needs and relating to (2) clinical and (3) non-clinical processes, as well as (4) professional training and related services (cloud hosting, administration, maintenance, and technical support).
The number of days in which clarifications can be requested before the deadline for submitting offers/candidatures is 18 days. The Contracting Authority will respond only once to clarification requests on the 11th day before the deadline for submitting offers.

The aim of the contract is for the implementation and operation of digital infrastructure for digitizing clinical, non-clinical processes, and relationships with third parties.
A service package is required that includes (1) software component: licensing services for access to an IT solution for digitizing non-clinical processes and the relationship with third parties - commercially available product for the contractor at the time of tender submission, configuring/parameterizing it according to the Hospital's needs and relating to (2) clinical and (3) non-clinical processes, as well as (4) professional training and related services (cloud hosting, administration, maintenance, and technical support).
The contract duration is a maximum of 6 months, consisting of:• 3 months duration for the contractor to carry out all activities within the scope of the contract, as summarized in the chapter Results that must be achieved as a result of the service provision. Deliverables of the contract. from the terms of reference;• 5 working days - acceptance of deliverables by the contracting authority;• 60 days - payment term for invoices issued by the contractor; Activities within the contract will start upon receipt of the start order from the Purchaser following the signing of the public procurement contract by both parties. The start order will be issued within a maximum of 10 days from the date of signing the contract.
