The subject of the procedure is the design, supply, and complete execution of a ground-mounted solar park, to be built on a construction-free land provided by the Beneficiary. The contract includes, but is not limited to, the following activities: • Preparation of preliminary studies - topographic study, geotechnical study, solution study, etc. (where applicable); • Preparation of technical-economic documentation and authorization - DTAC, DTOE, PTh, DE; • Obtaining the necessary approvals and agreements for investment implementation, in accordance with the requirements of the Modernization Fund (if applicable); • Supply, transport, and installation of all equipment and materials; • Execution of construction and assembly works, including support structures for the solar panels; • Implementation of direct current and alternating current electrical installations, transformer station(s), and connection to the grid; • Commissioning, testing, and acceptance of the works and obtaining the necessary approvals (if applicable); • Training of the Beneficiary's personnel and ensuring warranty services. The number of days before the deadline for submitting offers for which clarifications can be requested is 18 days, according to section I.3 of the data sheet. To the extent that requests for clarifications or additional information are addressed within the timeframe established by this data sheet, the contracting authority will provide clear and comprehensive responses to all requests for clarification/additional information at least 10 days before the deadline for submitting offers/participation requests according to art. 161 para. 2 of Law no. 98/2016.

The object of the contract consists of the procurement of design services (DTAC, DTOE, PT, DE), technical verification of the project, technical assistance from the designer, supply, and execution of the works necessary for the realization of a ground-mounted solar park with an estimated installed capacity of approximately 2 MWp, located in the commune of Ațel, Sibiu County, on land owned by UAT Sibiu County. The major components of the contract consist of: I. Design II. Technical assistance from the designer during the execution phase III. Technical quality verification of the technical project IV. Execution of the works The estimated value is 10,350,745.05 lei excluding VAT, broken down as follows: - Design services phase DTAC, DTOE, PT including DDE and technical verification of the project 300,944.5 lei excluding VAT - Technical assistance from the designer amounting to 9,757.51 lei excluding VAT - Execution of works amounting to 10,040,043.04 lei excluding VAT The duration of the contract is 68 months and is divided as follows: - Technical documentation for obtaining the necessary approvals/agreement – 10 days from the date of issuing the order to start the preparation of documentation for obtaining approvals/agreements. - Obtaining the approvals/agreements requested through the Urbanism Certificate – 15 days from the handover/receipt of technical documentation for obtaining approvals/agreements. This period does not fall under the contractor's responsibility but is considered in the total duration of the contract. - Technical documentation for authorizing the execution of construction works (DTAC) and technical documentation for authorizing the organization of works (DTOE) – 20 days from the issuance of the order to start services for drafting the DTAC (technical documentation for construction authorization) and DTOE (technical documentation for organization of works execution), including technical verification of the project. The order to start the services for drafting the project for authorizing the execution of construction works and the project for organizing the execution of the works will be issued within 1 day from obtaining all approvals/agreements requested through the Urbanism Certificate. - Obtaining the Construction Authorization – 15 days from the handover/receipt of the verified DTAC and DTOE documentation. This period does not fall under the contractor's responsibility but is considered in the total duration of the contract. - Technical execution project – 20 days from the issuance of the order to start services for drafting the technical project (PT) including technical verification of the project, respectively after obtaining the Building Authorization (AC). The order to start services for drafting the technical project (PT) will be issued within 1 day from obtaining the building authorization (AC). - Technical assistance from the designer – throughout the entire execution period until the signing of the Acceptance Report at the Completion of the execution works. - Execution of works – 4 months and 10 days from the date of issuance of the order to start the works + 1 month for the acceptance of the works (including obtaining all necessary approvals for commissioning from OD and ANRE) - Warranty period – 60 months – until the signing of the final acceptance report.
