1?The Government of China has obtained a loan from the World Bank to finance the costs of the World Bank Loan for the Prevention, Preparedness, and Response to Emerging Infectious Diseases Project in Hainan Province (Global “One Health” Hainan Demonstration Project), and plans to use part of the loan to cover eligible expenditures under Contract Package D (Contract No.: HN-G-30) for the procurement of instruments and equipment for Subproject 1.3.2 of the Hainan Provincial Market Supervision Administration.



2?CITIC International Tendering Co., Ltd. (the Procurement Agent), entrusted by the Hainan Provincial Market Supervision Administration (the Purchaser), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

Main Types and Quantities of Goods One vacuum degasser, one intelligent microscope, one fully automatic pathogen detection system, one fully automatic microbial identification instrument, and other related instruments and services, as specified in Section VI: Schedule of Requirements of the bidding documents.
Delivery Period Within 90 calendar days from the date of contract signing.


3?This procurement is being conducted through National Competitive Procurement (NCB) procedures using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.



4?Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the bidding documents from July 4, 2025, to the bid submission deadline on August 15, 2025, during office hours (09:00–11:30 a.m. and 13:30–17:00 p.m., Beijing Time), excluding weekends and public holidays.



5?Prospective bidders should note the provisions on eligibility and conflicts of interest in ITB Clause 4 of the Bidding Documents. Any bidder found to have a conflict of interest will be considered ineligible.



6?Qualification requirements for bidders include:


































Business Scale The Bidder’s average annual turnover for the years 2022 to 2024 shall not be less than RMB 4.9 million.
Contract Experience

Since January 1, 2022, the Bidder shall have successfully completed at least two (2) contracts as a supplier involving laboratory instruments or equipment of similar nature and complexity to those required under this project (with at least one (1) of the contracts including the supply of a fully automatic microbial identification instrument). The value of each such contract shall not be less than RMB 500,000.



The Bidder must provide supporting documentation, including at minimum: the contract agreement(s) and acceptance certificates issued by the end user. Copies of contracts included in the bid must contain at least the following pages: cover page indicating project name and procurement content, contract signing date, contract value, signature and official stamp page(s). Final user contact details must also be provided.


Contract Experience

The goods offered shall have been in production for at least two (2) years. In particular, the fully automatic microbial identification instrument and the fully automatic pathogenic microorganism detection system shall each have at least one (1) unit already sold.



The Bidder must provide supporting documentation meeting these requirements, including copies of sales contracts and invoices for similar goods.


Production Capacity

Minimum supply or production capacity must be ensured to demonstrate that the Bidder is capable of supplying the required models, dimensions, and quantities of goods. The Bidder shall provide supporting documents from the manufacturer of the bid goods, including copies of the business license, performance test reports (if available), and other relevant documents.



These documents shall demonstrate that the manufacturer has sufficient capacity to supply the required models, dimensions, quantities, and quality of goods.


Financial Status

The audited annual financial statements (including the balance sheet and income statement) for the years 2022, 2023, and 2024 shall reflect the Bidder’s financial position and demonstrate sustained profitability.



Minimum Requirement: The net assets of the Bidder (calculated as total assets minus total liabilities) shall be positive for each of the past three years.


Cash Flow Capacity

The Bidder shall demonstrate access to sufficient liquid assets (including, but not limited to, cash and cash equivalents, short-term financial notes, short-term available-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets convertible to cash within one year), credit facilities, and other financial resources to meet the cash flow requirements of executing the contract, taking into account the Bidder’s current contractual commitments.



Minimum requirement: The available cash flow shall be no less than RMB 900,000.


Litigation History Any unresolved claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets in total.


This project accepts joint bids. The maximum number of members in a joint venture shall be 2, and either the lead member or the other member must meet the above qualification requirements.

7?Interested and qualified bidders may submit their applications to purchase the bidding documents to the address specified in this Invitation for Bids, and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the procurement agency’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank: China CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The bidding documents will be sent by mail. Neither the purchaser nor the procurement agency shall bear any responsibility for loss or delay during mailing.



8?All bidding documents must be submitted to the address specified in this Invitation for Bids before 9:00 AM (Beijing Time) on August 15, 2025. Late submissions will be rejected. The bid opening will be conducted publicly at the same address. Bidders may send representatives to attend the bid opening. The bid opening time is 9:00 AM (Beijing Time) on August 15, 2025.

Bidding documents must include a bid security. The amount of the bid security is RMB 30,000.00.
