Carrying out the evaluation studies included in the Evaluation Plan of the Partnership Agreement 2021-2027, provided for the evaluation of the following policy objectives (OP):
OP 1 - A more competitive and smarter Europe, by promoting innovative and smart economic transformation and regional ICT connectivity - Evaluation of AP4 "Impact of broadband infrastructure on the socio-economic development of white areas" (Lot 1);
OP 2 - A greener, more resilient Europe with low carbon emissions, moving towards a zero carbon economy, by promoting the transition to clean and fair energy, green and blue investments, the circular economy, climate change mitigation and adaptation, risk prevention and management, as well as sustainable urban mobility - Evaluation of AP8 "Ex-post evaluation of sewerage and water infrastructures" (Lot 2);
OP 5 - A Europe closer to citizens by promoting sustainable and integrated development of all types of territories and local initiatives - Evaluation of AP20 "Functioning of the mechanisms for implementing the integrated territorial approach" + a maximum of 9 ad-hoc evaluation reports (Lot 3).

OP 1 - A more competitive and smarter Europe, by promoting innovative and smart economic transformation and regional ICT connectivity - Evaluation of AP4 "Impact of broadband infrastructure on the socio-economic development of white areas".
The objective of the contract related to Lot 1 is to carry out the Evaluation of AP4 "Impact of broadband infrastructure on the socio-economic development of white areas"; The evaluation will mainly examine the effectiveness related to policy objective 1, aiming to identify the socio-economic changes that can be attributed to the improvement of broadband infrastructure and internet access in white areas (including measuring the expected effect of interventions). The evaluation has been taken into account because in the evaluation of the interventions of the Operational Program Competitiveness 2014-2020 in the field of information and communications technology (ICT), the impact could not be assessed due to the limited progress of the Ro-NET project. Ro-NET is a major project under Priority Axis 2 of the Operational Program Competitiveness, funded consecutively in two programming periods, 2007-2013 and 2014-2020. The Ro-NET project aims to build and operate a national infrastructure for broadband communications to provide electronic communications services in disadvantaged rural areas that are not covered by broadband internet services. Since impact assessments in the ICT field are limited both nationally and European-wide, and digitization is a strategic objective, this exercise is useful for expanding the knowledge of the extent to which access to broadband infrastructure constitutes a factor for the socio-economic development of territories.

OP 2 - A greener, more resilient Europe with low carbon emissions..Evaluation of AP8 "Ex-post evaluation of sewerage and water infrastructures".
The objective of the contract related to Lot 2 is to carry out the Evaluation of AP8 "Ex-post evaluation of sewerage and water infrastructures". In the evaluation of the interventions of POIM in the environmental field, the impact could not be assessed due to the limited progress of the projects in the field of water and wastewater. Additionally, evaluations have highlighted potential widespread issues regarding connections to the utility networks supported from the FESI.

The objective of the contract related to Lot 3 is to carry out the Evaluation of AP20 "Functioning of the mechanisms for implementing the integrated territorial approach" + a maximum of 9 ad-hoc evaluation reports. The evaluation of AP20 aims to assess the effectiveness of the mechanisms for implementing the integrated territorial approach. The financial instrument Integrated Territorial Investment - ITI Danube Delta will be analyzed in detail and the impact of the approach will be estimated/evaluated, along with the extent to which lessons learned have been applied to new ITIs. - Ad-hoc evaluations will analyze specific needs, according to the evaluation theme identified/established by the beneficiary during the execution of the contract.
