Assignment Title: Fiji Airports - Environmental and Social Safeguards Specialist

The Government of the Republic of Fiji has received financing from the World Bank toward the cost of the FIJI TOURISM DEVELOPMENT PROGRAM IN VANUA LEVU and intends to apply part of the proceeds for consulting services. The project is implemented by the Ministry of Tourism and Civil Aviation (MTCA) along with two implementing agencies, the Fiji Roads Authority (FRA) and Airports Fiji Limited (FA).



The consulting services (“the Services”) include an Environmental and Social Safeguards Specialist to support the Airports Fiji Limited (FA) in implementation of this project. The initial contract will be on a part-time basis, 155 working days over 30 calendar months (combination of remote and in-country inputs).

The FA now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:



Essential:




  • Master's degree in environmental science, environmental economics, ecology, natural resource management, development studies, sociology, or a related field

  • In lieu of a Master's degree, a bachelor's degree with at least 10 years' work experience in environmental and social risk management assessment and implementation will be acceptable.

  • Experience in the development and implementation of environmental and social risk management instruments including EIAs.

  • Extensive experience in managing projects and project staff and resources, and in roles with similar responsibilities.

  • Experience in the assessment and management of impacts from infrastructure or natural resources management projects in small island states.

  • Strong report writing and analytical skills, with a demonstrable record of delivery on time.

  • Experience in aviation and/or infrastructure projects with managing E&S components and compliances, including health and safety



Desirable:




  • Experience in projects in the Pacific.

  • Experience of working on airport project

  • Experience of working with WB or other International Development Partner funded (foreign aid) projects.

  • Proficient in MS Excel, Word, PowerPoint, Teams.
