Briefly and briefly, together with the supply of the equipment and the relevant actions indicated in the scope of the contract for each lot and specified in sections A and B of Annex I of the specifications, the supply includes all the auxiliary materials, services, works and means necessary for assembly. installation, commissioning, communications, tests, trials, verifications and necessary calibrations of the equipment to be supplied, which will be carried out "in situ", at the measuring stations and in the mobile unit of the RCA of the CARM.
The supplies, as well as all the works described therein, must be considered of the "turnkey" type, and therefore, include within the price all the tasks of transport, installation, commissioning, communications, tests, tests, verifications and on-site calibrations of the equipment and analyzers, as well as the integration with the existing software (GESTER) in the fixed and mobile stations where the equipment will be destined. through digital communication, of all the analyzers and equipment to be supplied in this contract to the RCA of the CARM.
Likewise, it is considered to include the removal, custody and recycling by an authorized manager of the equipment and material that is removed or will proceed to the transfer of these to the location(s) in the Region of Murcia, which are indicated by the person responsible for the contract, for the purposes of their possible reuse in other activities.
1.- The supply includes IN addition to the basic scope indicated, the actions related to:
1.1.- De-installation and removal of the equipment and material to be renewed, if applicable, or of the existing auxiliary equipment throughout the RCA, which is to be replaced.
1.2.- Proper waste management of removed equipment and materials. In this sense, it is noted that the analyzers that automatically measure the particles that are going to be replaced, use the attenuation of beta radiation as a measurement technique, arranging a low radiation source inside, which must be managed correctly.
The person responsible for the contract will determine which equipment and materials replaced will be managed as waste or which will be transferred to the DG Environment warehouse or, where appropriate, to other stations for reinstallation at the expense of the successful tenderer.
1.3.- Transport, installation and commissioning of the new equipment or auxiliary equipment at the RCA station indicated, including the checks and actions that are considered appropriate for a correct start-up (tests, trials, verifications and calibrations).
1.4.- Machining actions, for the particle analyzers and especially for the meteorological tower of the mobile UD, it will be necessary to carry out mechanical work, since the hole in the ceiling of the sample collection of the removed equipment must be properly sealed and a new hole made for the new sample collection, as well as the realization of the respective anchors and fastenings of the meteorological tower. Machining on the structure of the mobile unit for the placement of the monitors and the folding table, etc.
1.5.- Verification that the data of the equipment is correctly sent to the Air Quality Control Center. The commissioning of the equipment will be concluded when the Air Quality Control Centre indicates that the data show a correct evolution and therefore can be considered as "valid" data.
2.- After the installation and commissioning of the equipment by the successful bidder, the contractor must carry out an initial calibration, a non-fit test and the detection limit of the analyzers at the time of installation, in accordance with the procedure described in the reference method.
This work will be carried out "in situ" by means of an "in situ" calibration laboratory, accredited (I) by ENAC (according to the UNE-EN ISO/IEC 17025 standard), using the necessary gases, reference standards and equipment, which will have a certificate (in force) issued by a laboratory accredited by ENAC (according to the UNE-EN ISO/IEC 17025 standard).
All the expenses necessary to carry out the tests, trials, verifications and calibrations necessary for the correct commissioning of the equipment will be borne by the successful bidder and will be included in the prices of the quote.
3.- All new equipment must be fully integrated by means of communication via DIGITAL with the relevant SCADA of each station and with the CARM RCA, for which the communication protocols will be implemented with the relevant applications for the data management of the CARM air quality control center. Any system or auxiliary element that may be required for this task is considered to be included in the price. A complete level of integration will be considered when the equipment is connected to the SCADAS, via a digital communication port, in order to obtain both the measurement signals of the measurement parameters of the equipment and the signals of the status of the equipment from the Station itself remotely from the RCA Control Center.
4.- The installation and integration work in the indicated applications of the existing CARM RCA will be carried out entirely by the winning company, without the need for the technical staff of the DG Environment or the technical staff currently carrying out the maintenance of the CARM RCA. The technical staff appointed by the successful bidder must be able to work autonomously, independently and without the help or collaboration of the external staff mentioned above, in order to achieve the "turnkey" type work.
