The subject of the procurement is a consulting assignment that aims to assess the current status of the green infrastructure in the Tampere urban area and the needs for the future considering the adaptation to climate change. The bidder must appoint a team of at least (3) persons for the implementation of the project. The team must include a named project manager, biologist, water expert (e.g., hydrologist), and landscape architect/expert (hereinafter referred to as 'Consultants'). One (1) of the Consultants may serve in two (2) of the aforementioned roles. Each Consultant, as an expert in their field, will carry out the assignment subject to this procurement according to the appendix 2 'Project Plan' of this request for proposal. The subject of the procurement and its content are defined more precisely in appendix 2 of the request for proposal.

The procurement method is reverse auction (so-called French auction). The ceiling price for the entire procurement is 234,000 euros (excl. VAT 0%).

The selection criterion for the procurement will be the overall economic advantage, based on the best quality. The bidder with the highest quality score will be chosen as the Supplier. Based on the procurement process, one (1) Supplier will be selected.
