The procurement unit is establishing a dynamic procurement system (DPS) for the procurement of machinery and transport services in municipal engineering. All interested parties can participate in the dynamic procurement system by submitting a participation application in accordance with this request for participation at any time during the establishment phase or the duration of the dynamic procurement system.
Internal competitions within the dynamic procurement system will procure the machinery and transport services necessary for the construction and maintenance of municipal engineering by the Urban Structure Services of the City of Jyväskylä. Procurements may be divided into framework agreements or individual purchases. The procurements mainly include the acquisition of services on an hourly charge or unit price basis. An indefinite number of tenders can be organized during the validity of the dynamic procurement system, in which all providers authorized into the system can participate. Participation in the procurement system does not obligate the provider to submit offers for the organized competitions.
The candidate must assure that they meet all the eligibility requirements stated in this request for participation and commit to fulfilling them for the entire validity period of the procurement system. After the acceptance of the participation application, the candidate becomes a provider. A provider may be removed from the procurement system during the contract period if all the eligibility requirements presented in the request for participation are not met.
In the procurement system, an electronic list is in use as the provider-specific fleet list. The fleet list specifies the technical characteristics of the equipment that can be used in the quality scoring of tenders. The information in the fleet list is manageable by the provider throughout the duration of the system. The technical distribution method, form, and content of the fleet list can be altered according to the needs of the procurement unit during the validity period of the procurement system. The procurement unit may add or remove vehicle and machinery categories from the fleet list according to operational needs. Any possible changes will be communicated before the next competition is organized.
The procurement unit can use electronic auctions as specified in the procurement law or other procedures mentioned in the procurement law when acquiring the services intended in this dynamic procurement system.
The procurement unit may at any time during the duration of the dynamic procurement system require accepted participants to submit an updated common European procurement document (ESPD) or exclusion and suitability evidence within a timeframe deemed reasonable by the procurement unit.
This procurement system does not affect any existing contracts of the procurement unit and does not remove the procurement unit's right to procure services outside this procurement system, for example, through direct procurement in situations permitted by procurement law. The procurement unit reserves the right to use its own equipment in works included in this procurement system.
The estimated value of procurements annually is approximately €10 million, which will be distributed among several different suppliers. The estimated total value mentioned in the notice has been calculated for the entire assumed duration of the system.
