The subject of this public procurement is: Delivery of computer equipment and peripheral devices for the implementation of investment: "Establishment of a school STEM environment at PGSAG 'Penyo Penov' - Ruse", in the following types and volumes: Lot 1: Computer equipment: 1. Mini desktop computer – 28 pcs. 2. Monitor – 28 pcs. 3. Laptop – 7 pcs. 4. Stereoscopic laptop with virtual reality technology – 1 pc. 5. Interactive display with built-in camera, microphone, including OPS module (type 1) – 1 pc. 6. Interactive display with integrated computer OPS (type 2) – 6 pcs.
Lot 2: Printers, scanners, multifunction devices, and plotters: 1. 3D printer – 1 pc. 2. 3D scanner – 1 pc. 3. Cutting plotter – 1 pc. 4. Color multifunction device A3 – 1 pc. 5. A3 monochrome laser multifunction device – 1 pc.
Lot 3: Tablets: Graphic tablet – 4 pcs.
According to Art. 21, para. 6 of the Public Procurement Act (PPA), the Contracting Authority has the right to assign designated lots according to the procedure valid for the individual estimated value of each of them, provided that the estimated value of the corresponding designated lot does not exceed BGN 156,464 excluding VAT for supplies and services and the total estimated value of the designated lots assigned in this way does not exceed 20 percent of the total estimated value of the procurement. In this case, regardless of the remaining value of the procurement, it is awarded according to the procedure applicable to the total value of the entire procurement. The estimated values of designated lots No. 2 and No. 3, including, are below BGN 156,464, and their total value does not exceed 20% of the estimated value of the entire public procurement: BGN 188,358.87 excluding VAT. Since each of the estimated values of designated lots No. 2 and No. 3, including, is below the threshold of BGN 50,000.00 excluding VAT, they fall within the scope of Art. 20, para. 4, item 3 of the PPA. In view of the above and based on Art. 21, para. 6 of the PPA, designated lots No. 2 and No. 3, including, will be awarded according to the procedure of Art. 20, para. 4, item 3 of the PPA – through direct assignment. In execution of Art. 21, para. 6 of the PPA and given the total estimated value of the entire procurement, the remaining value of BGN 166,816.54 (one hundred sixty-six thousand eight hundred and sixteen leva and fifty-four stotinki) excluding VAT /which is the total estimated value for designated lot No. 1/, is assigned with this public procurement – through an "open procedure" according to the procedure of Art. 18, para. 1, item 1, sub-item "b" of the PPA. All conditions and requirements of the contracting authority in this documentation are applicable only to designated lot No. 1.
The deadline for deliveries is 60 (sixty) working days from the date of receipt of the assignment letter from the Contracting Authority to the Contractor.
!!!Environmental requirements: The proposed items for Designated Lot No. 1 must meet the requirements of Ordinance No. N-1 of July 23, 2024, on the environmental requirements for certain products (requirements for energy characteristics and hazardous substances), provided for the product group "Computers and monitors" in Appendix No. 1 to Art. 4 of the Ordinance, subject to public procurement, (published, State Gazette, issue 64 of July 30, 2024), detailed in the Technical specification. Evidence of compliance of the equipment, to which it applies, with the above Ordinance on environmental criteria, must be submitted by the selected participant before signing the contract.

Computer equipment.
The aim of this public procurement is to select an external contractor for the delivery of computer equipment and peripheral devices necessary for the establishment of a school STEM environment at PGSAG 'Penyo Penov' - Ruse, related to the execution of Contract No. BG-RRP-1.015-1186-C01 for financing the investment named: "Establishment of a school STEM environment at PGSAG 'Penyo Penov' - Ruse" under a procedure for direct allocation of resources to specific final beneficiaries for the implementation of investments under the Recovery and Resilience Mechanism BG-RRP-1.015 "School STEM Environment" of the National Recovery and Resilience Plan of the Republic of Bulgaria, Pillar "Innovative Bulgaria", Component 1 "Education and Skills", Investment 1 "Centers for STEM and Innovations in Education", co-financed by the European Union through the European structural and investment funds. In light of the above, environmental protection should be a priority for the Contractor in the execution of the activities subject to this public procurement. The equipment must be factory new, in original packaging, in the current production list of its manufacturer and must not have been discontinued as of the date of submission of the offer. The equipment must be complete with all necessary power, interface, and other cables, adapters, and accessories required for its normal operation. The offered equipment must meet all requirements in the Republic of Bulgaria regarding technical operation, fire safety, safety standards, and connection to the electrical network (must be adapted for operation in the standardized electrical network in the Republic of Bulgaria). Each delivered item must be complete so that it is operational and performs the functions specified in the specification. If it turns out that a certain item cannot perform a given function, it must be restored at the contractor's expense to a state where it can perform the functions specified in the specification and technical proposal. Participants must specify the brand and model of each proposed item. Offering more than one model per item is not allowed.
***Participants for designated lot 1 must be manufacturers of the offered equipment or be authorized by the manufacturer or their official representative with rights for sale and warranty maintenance of the equipment. To prove this requirement, participants must submit to their technical proposal for the execution of the procurement document(s) from the manufacturer of the respective equipment or from its representative, in Bulgarian or accompanied by a translation into Bulgarian, certifying the participants' right to sell and warranty maintain the equipment. This can be a contract, authorization letter, or another document whose validity period covers the duration of the public procurement. In cases where a participant presents an authorization letter from an official representative of the manufacturer (or equivalent document), the offer must also include an authorization letter issued by the manufacturer (or equivalent document), authorizing the official representative of the manufacturer, in Bulgarian or accompanied by a translation into Bulgarian. The technical proposal of the participants must necessarily include technical documentation (catalogs, brochures, data sheets/technical characteristics and/or others in Bulgarian or accompanied by a translation into Bulgarian), which allows a comparison between the minimum requirements of the Contracting Authority and the characteristics of the proposed equipment, for which the contracting authority requires evidence of compliance at the bidding stage.
