The procurement covers social and healthcare medical rehabilitation aids as well as related supplies and services.
This dynamic procurement system aims to enable cost-effective procurement of aids, related supplies and services, and to ensure their availability, wide range of selection, and competitive price and quality.
The procurement procedure is two-stage. To submit bids, a supplier must first submit an application to participate and be accepted into the procurement system. After that, the supplier can make bids in response to the request for proposals sent by the procurement unit. The procurement unit will conduct internal competitions as needed within the procurement system.
Applications to participate in the dynamic procurement system can be submitted throughout its duration. All candidates meeting the eligibility requirements will be included in the dynamic procurement system. The actual procurements are made through internal competitions in the dynamic procurement system, where the subject of the procurement is described and specified. Suppliers cannot participate in internal bidding processes unless they have been accepted into the procurement system.
Submitting an application to participate and being accepted into the procurement system does not obligate the supplier to submit a bid; suppliers may choose to submit bids at their discretion.
The procurement system is divided into the following categories:

Applications can be submitted for one or more categories, and correspondingly, bids can be submitted for one or more internal competitions.
The dynamic procurement system for medical rehabilitation aids is open until December 31, 2031, unless shortened or extended by separate notice. The internal bidding of the procurement system will occur throughout the system's duration. The deadlines for the bids will be announced separately in internal requests for proposals. The buyer may continue the validity of the procurement system with a new procurement notice.
The procurement unit estimates the value-added tax excluded estimated amount of the planned procurements under the dynamic procurement system to be 6 million euros at the time of publication of the participation request, taking into account all potential procurements that may have been made in the system. This estimate is preliminary and based on the currently known procurement needs. The procurement unit does not commit to any procurement volumes or quantity purchase obligations with this notice.

Category 1 Mobility aids.
Mobility aids in Category 1 include aids for persons moving either standing or sitting, such as walkers, crutches, and wheelchairs, as well as accessories related to mobility aids, such as separate seating cushions.

Category 2 Transfer aids.
Transfer aids in Category 2 involve aids for independent or assisted transfer of clients, such as lifting devices and their accessories, such as slings, lifting belts, and transfer boards. Standing frames and lifting cushions and similar items are also included.

Category 3 Hygiene aids.
Hygiene aids in Category 3 are intended for clients' daily hygiene and self-care or participating in it. This includes aids for personal cleaning such as shower chairs and bath boards, as well as toilet aids like raised toilet seats.

Category 4 Compression and support products.
Compression products in Category 4 include items such as pressure garments. Support products are primarily used for treating swelling. They include items like compression socks, support sleeves, support bandages, compression gloves, and similar products.

Category 5 Wigs.
Wigs in Category 5 are intended for situations where a client's hair is replaced for medical reasons, for example related to skin or cancer diseases. The procurement items may include synthetic and real hair wigs.

Category 6 Breast prostheses.
Breast prostheses in Category 6 are for situations where a client needs a prosthesis for a missing breast or part of a breast. Different types of prostheses for various situations, such as swim prostheses, may also be included.

Category 7 Prostheses.
Prostheses in Category 7 are external aids that replace body parts that are completely or partially missing. The procurement mainly concerns mechanical lower or upper limb prostheses. The prosthesis may also be intended for shower and bath use. Procurement may also concern cosmetics and fittings for the prostheses.

Category 8 Custom orthopedic aids.
Custom orthopedic aids in Category 8 include special footwear, supportive insoles, and orthoses. Footwear, insoles, and orthoses enable body function and movement when it is restricted.

Category 9 Electrically adjustable beds and pressure sore mattresses.
Electrically adjustable beds and pressure sore mattresses in Category 9 are motorized beds adjustable to different positions, provided to clients living at home when the bed enables independent functioning and/or reduces the client's need for external assistance. Pressure sore mattresses are mattresses used in beds, aimed at preventing the formation of pressure sores. Pressure sore mattresses may be motorized or non-motorized.

Category 10 Vision aids.
Vision aids in Category 10 include items such as glasses, frames, contact lenses, and separate magnifying devices. Vision aids also include eye prostheses and canes designed for navigation for the visually impaired.
