Assignment Title: Consulting Services for “Research and Training on the Current Status of Seed Talents in the Health Sector Based on the One Health Approach”

The Government of China has obtained a loan from the World Bank to finance the “World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Province Project” (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to consulting services.



The main scope of this consulting service (hereinafter referred to as “the Services”) includes:



?.Conducting a survey and needs assessment on One Health–related health talents in Hainan Province

Using various methods such as questionnaires and in-depth interviews, assess the capabilities of primary-level doctors in identifying and reporting zoonotic and infectious diseases, and analyze gaps in their awareness of the One Health concept and their training experience. Investigate the level of support (in terms of policy, time, job arrangements, etc.) and resource assurance provided by primary health institutions for talent training. Collect training needs to serve as a reference for subsequent training work. For stakeholder engagement activities conducted through questionnaires, in-depth interviews, and other formats, keep records and summarize participants’ requirements and suggestions. These should be attached as annexes to the survey and needs assessment report, including on-site photographs of the activities.



?.Designing a training system

Based on the findings of the current status survey and needs assessment, and guided by the One Health approach, design a One Health training program suitable for the medical and health sector in Hainan Province. The program should cover basic theory, risk identification, practical operation, and public education.



1)Case-based teaching for rural contexts: Design typical teaching cases adapted to rural environments (e.g., various zoonotic diseases, dengue fever, etc.).



2)Practical training program: Develop cross-disciplinary training content based on real cases (e.g., how to identify clues of zoonotic diseases, how to collaborate with veterinarians to carry out preliminary epidemic screening) to improve coordinated response capacity.



3)Development of public education toolkits: Prepare illustrated One Health popular science manuals and lecture PPTs suitable for township promotion; produce short videos, radio scripts, and other communication materials applicable to both urban and rural settings.



?.Training Implementation

Based on the training program and training materials, develop a training plan for seed talents in the One Health–related health sector in Hainan Province, targeting:

(1) personnel from disease prevention and control as well as research institutions;

(2) mid-level technical staff from general and specialized hospitals;

(3) key staff from primary medical institutions (township health centers, community health service centers);

(4) administrative personnel in the health sector.

Organize two training sessions.



?.Follow-up Evaluation and Results Dissemination

Establish a training effectiveness evaluation mechanism. Design an evaluation plan for the training outcomes based on the implementation of the training, using methods such as records, questionnaires, and interviews. For publicity materials, collect feedback and suggestions one month after use to assess publicity effectiveness (e.g., knowledge rate surveys before and after publicity) and improve the materials accordingly. Develop a “replicable and scalable” model for fostering grassroots One Health talents. Select typical grassroots units and personnel cases to compile deliverables and summarize best practices.



The consultant’s service period shall be five months from the date the contract is signed and comes into effect.



The Terms of Reference (TOR) for this consulting service are provided in the annex to this Letter of Invitation for Expressions of Interest.



The Hainan Provincial Bureau for Disease Prevention and Control (hereinafter referred to as “the Client”) now invites qualified consulting firms (“the Consultants”) to express their interest in providing these consulting services. Interested Consultants should provide relevant information (including but not limited to:





  1. Power of attorney issued by the legal representative (or person in charge) in a self-designed format, affixed with an official seal;




  2. Introduction to the basic information and organizational structure of the Consultant;




  3. A copy of the business license or a copy of the legal person certificate for public institutions;




  4. Commitment or supporting documents demonstrating good track record and reputation;




  5. Articles of association of the company/institution (for state-owned enterprises or public institutions);




  6. Proof of similar consulting service contracts or projects (copies of key pages of contracts showing the organization’s name, service content, contract date, and contract amount) or project-related proof (indicating the organization’s name, project content, project period, and project amount);




  7. Relevant qualification certificates of the organization or other proof of qualification (if any);




  8. Commitment of having the necessary equipment and professional technical capacity to perform the contract;




  9. Any other supporting materials the Consultant deems necessary,





to demonstrate that they possess the qualifications and relevant experience required to carry out the Services.



Evaluation Criteria:

The Consultant should have a good track record and reputation, and, within the past five years (from January 1, 2020 to the submission deadline), should have successfully implemented at least three similar consulting service contracts or projects in the field of health-sector talent training design and implementation, each with a contract or project amount of not less than RMB 200,000.



The Client will select one consulting firm or institution with the most relevant qualifications and experience from among those that submit Expressions of Interest and invite it to submit technical and financial proposals and enter into negotiations.



Interested Consultants should note the provisions of Clauses 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (November 2020), which set forth the World Bank’s policy on conflict of interest.



Consulting firms or institutions may form a joint venture with other firms or institutions to enhance their qualifications. In such cases, it must be clearly indicated whether the association is in the form of a joint venture and/or subcontracting (a stamped original of the joint venture agreement or letter of intent to form a joint venture must be provided). If a joint venture is selected, all parties to the joint venture shall be jointly and severally liable for the entire contract.



This consulting service will be procured using the CQS (Selection Based on Consultants’ Qualifications) method as specified in the Procurement Regulations.

Expressions of Interest must be delivered in writing (by designated person, by mail, or by email) to the address of the tendering agency no later than 9:00 a.m. on August 15, 2025 (Expression of Interest opening time).



For ease of evaluation, it is recommended that Consultants submit a hard copy of the Expression of Interest, consisting of one (1) original in Chinese, three (3) copies in Chinese, and a USB drive containing:



a scanned PDF copy of the stamped original; and an editable Word version.



In case of any discrepancy between the electronic and hard copy versions, the hard copy original shall prevail.
