Description:
The municipality seeks to enhance outdoor cleaning activities by utilizing smart camera technology to monitor public spaces, identify waste, and optimize cleaning operations based on real-time data.
The municipality aims to execute cleaning activities in outdoor areas for Clean, Green, and Grey more effectively and efficiently, so that the visual quality in the city improves further. To achieve this goal, we want to deploy smart, mobile camera technology. This technology acts as a preview by monitoring the city on a regular or variable basis and recognizing performed or required tasks. This concerns, for example, various forms of (litter) waste and other types of waste in public areas (for example, illegal dumping).

The recognized activities are translated into data, which then serves as input for drawing up the work division and execution planning in the various areas and vehicles. These images must be converted into data on-site and directly (i.e., in the vehicle/on the bike). With this data, the execution can be directed to locations where actual pollution has been detected. The technology has the capability to scan the entire outdoor area, including hard-to-reach places, such as behind parked vehicles. We are aware that a different solution is needed for this than the standard method of data collection.

Depending on the legal possibilities, the municipality also intends to use this camera technology in the long term for related purposes, such as detecting maintenance or repair needs in public spaces. The deployment of such smart technology receives significant political attention, especially concerning privacy and (AI) technology. This requires a careful and timely approach.

To realize all this, the municipality intends to carry out a European tender for 'Data-Driven Cleaning of Public Outdoor Spaces'. The approach is to contract one supplier for the complete service — detecting, enriching, prioritizing, and routing.
