Description:
The North of England Commissioning Support is seeking qualified providers to enhance Routine Childhood Immunisation uptake for children aged 0-5 years through a Health Visitor Vaccination Pathfinder Project across designated areas, requiring providers to hold a current Health Visitor Service Contract with the Local Authority.
North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is working for and on behalf of NHS England (North East and Yorkshire) and NHS England South West (the Relevant Authorities) who intend to follow the MSP process to award contracts for the provision of Health Visitor Vaccination Pathfinder Project to enhance Routine Childhood Immunisation uptake for 0-5 years in the following areas:
• Lot 1 - North East Lincolnshire
• Lot 2 - Hull and East Riding
• Lot 3 - Somerset
The Health and Social Care Act 2012 set out a Local Authority's statutory responsibility for commissioning public health services for children and young people aged 0 to 19 years, this includes the requirement for Local Authority's to commission 0 to 5 years Health Visitor Services. In order to deliver the Health Visitor Vaccination Pathfinder Project, the MSPs MUST hold a current and valid commissioned Health Visitor Service Contract with the Local Authority within the designated lots/localities for which they are expressing an interest in. All potential providers who do not meet this requirement will immediately FAIL the MSP process assessment and will be excluded from any further assessment.
MSP's have been identified under the PSR 2023, MSP process for the provision of Health Visitor Vaccination Pathfinder Project to enhance Routine Childhood Immunisation uptake for 0-5 years and the MSP's will be required to accept the terms and conditions and be compliant with the requirements of the NHS Standard Contract 2025_26 (or any edition or any subsequent revisions). The MSP process allows for Expression of Interest (EOI) from other suitable and qualified providers as part of this process, and it should be noted that the result of this may be to terminate the MSP process and undertake a competitive process following assessment of other interested provider(s) should more than the MSPs be identified as capable provider(s).
Contracts will run for an initial term of 14-months from 01 February 2026 until 31 March 2027, with the option at the discretion of the Relevant Authorities of extending the contract for a further 12-months and further 12-monthly increments up to the expiry date of the Local Authority Health Visitor Service Contract subject to the availability of funding and satisfactory financial and contractual performance.
Lot 1 - North East Lincolnshire
NHS England (North East and Yorkshire) and NHS England South West (the Relevant Authorities) intend to follow the MSP process to award contracts for the provision of Health Visitor Vaccination Pathfinder Project to enhance Routine Childhood Immunisation uptake for 0-5 years in the following areas:
• Lot 1 - North East Lincolnshire 01 February 2026 - 31 March 2027 £150,409, 01 April 2027 - 31 March 2028 £106,171 (Various annual values going forward).
