The object of the procurement represents the acquisition of the contract for the supply of ITS and ICT systems – municipality of Zalău (purchase of products, including installation, connection works to telecommunications and electrical networks, technical-economic documentation phase P.T., obtaining A.C.) in accordance with the requirements of the Specifications document no. 55312/18.07.2025.
The ITS and ICT system that is the subject of the procurement consists of the following:
A. ITS Systems
1. ITS for Public Transport
- 11 pcs. ticketing systems installed at bus stations – vending machines with hardware and software components (including connection to the electricity network, connecting to the data communication network – fiber optic),
- 11 pcs. passenger information systems installed at bus stations, with hardware and software components (including connection to the electricity network, connecting to the data communication network – fiber optic
- 20 pcs. passenger information systems installed in 20 electric buses
- 11 pcs. video monitoring systems installed in 11 bus stations, with hardware and software components (including connection to the electricity network, connecting to the data communication network – fiber optic)
- 20 pcs. video monitoring systems installed in 20 electric buses
- 1 video dispatcher system installed in the dispatcher of SC Transurbis SA
- 1 ITS system for prioritizing at intersections through the installation of 75 small-sized electronic devices – transponders in 75 buses.
2. ITS for parking management
- 1 operational smart charging system
- 3 access control and information systems installed (including connection to the electricity network, connecting to the data communication network – fiber optic or to a local communication network such as LoRaWAN)
- 1 functional fines sanctioning system.
3. ITS for traffic management
- 1 public transport prioritization system through the installation of small-sized RSU electronic devices which will be installed in the cabinets where the traffic machines are installed and will be connected to them – 25 pieces
- 1 traffic video monitoring system through the installation of 83 video cameras (including connection to the electricity network, connecting to the data communication network – fiber optic).
B. ICT Systems
1. ICT systems for monitoring public spaces:
- 1 real-time monitoring center
- 106 installed and operational surveillance cameras (including connection to the electricity network, connecting to the data communication network – fiber optic)
2. Expansion of the Wi-Fi system:
- 18 installed and operational Internet WiFi access devices (including connection to the electricity network, connecting to the data communication network – fiber optic).
3. Smart urban furniture:
- 5 installed and operational electronic information panels for citizens (including connection to the electricity network, connecting to the data communication network – fiber optic)
4. Cloud services:
- Ensuring hardware resources in the cloud (hosting services) for all systems installed under the project (estimated costs over 5 years).
The works for ensuring the power supply (connection to the network or alternative sources, ensuring continuity in supply and operation 24 hours a day of equipment) and communications, as well as installation of supporting elements where they do not exist (poles), including the technical-economic documentation for the works related to DTAC, DTOE and PT and obtaining AC.

The object of the procurement represents the acquisition of the contract for the supply of ITS and ICT systems – municipality of Zalău (purchase of products, including installation, connection works to telecommunications and electrical networks, technical-economic documentation phase P.T., obtaining A.C.) in accordance with the requirements of the Specifications document no. 55312/18.07.2025.
The general objective of the supply contract with installation is to improve urban mobility and the safety of citizens of the municipality of Zalău through the use of ITS and ICT technologies regarding the traffic management system, the public transport system, the parking management system, the video traffic surveillance system and public space and the new public information system. One of the pursued objectives is to reduce greenhouse gas emissions generated by transport through modernization, efficiency, and prioritization of public transport.
The products purchased and installed as a result of the implementation of this project will be integrated with the already existing systems at the level of the municipality of Zalău, as well as with other ongoing investments, namely:
- Acquisition of electric buses (50 buses through 3 different financing contracts);
- Modernization of the traffic management system in the municipality of Zalău;
- Management system for alternative transport and the integration of mobility systems at the level of the municipality of Zalău;
- Integrated public transport management system in the municipality of Zalău.

Note! The supplier will include in the financial proposal the costs of transporting documentation to specialists for verification and retrieving them after verification. The documentation will be handed over to the purchaser in physical and electronic format, complete, verified by authorized verifiers (including Verification Reports). Project verifiers will be subject to separate procurements, and their contact details will be communicated to the supplier by the contracting authority. The supplier agrees to collaborate with the contractor(s) who will provide the technical quality verification services of the developed technical documentation, including the technical documentation for obtaining the requested agreements and opinions by CU, the Technical Documentation for obtaining the Building Permit and Organizing the execution and the Technical project and execution details.
