Assignment title: CONSULTANCY SERVICE FOR THE REGULATION OF ELECTRONIC GOVERNMENT PROCUREMENT (e-GP)

 

  1. The Government of Mozambique (GoM) received a grant from the World Bank to finance the Project for the Management of Public Resources for the Services Delivery (GEPRES) and intends to use part of the funds to hire consultancy services provided by a firm.
  2. The consulting services to be carried out by the consultant comprise the following activities, without prejudice to others not listed:

           a) Study the current public procurement and related ICT laws, regulations, guidelines, and practices;

           b) Review the approved Business Process Reengineering (BPR) of the procurement processes and the change management strategies and documentation                     for implementing the e-GP System;

           c) Draft regulations on the use of Electronic Public Procurement considering the BPR, principles of public procurement, the Law on electronic                                     transactions,  system security, electronic signatures, time stamps and other relevant provisions like the sustainable public procurement, Open                                   Contracting Data Standard, data privacy, beneficial ownership, interoperability with the other government e-Services (at minimum with business                             registrar, Tax, Integrated Financial Management System) and also with the commercial banks and other procurement relevant value added services, legal                 and regulatory provisions from the local as well as foreign bidders, safety and environment, anti-corruption, etc.;

           d) Regulate public procurement processes following the best international practices; and

           e) Define Standard Tender Documents (DCP) appropriate for use in the digital environment.

    3. The consulting services will be carried out within a period of 04 months.

    4. The detailed Terms of Reference (ToR) and additional information may be obtained by interested parties through the email mefaquisicoes@gmail.com or at             the address referenced below on working days from 7:30 am to 3:30 pm.

    5. The Ministry of Economy and Finance, through the Managing Public Resources for Services Delivery Project  (GEPRES), now invites eligible consulting firms (consultants) to express their interest in providing the consulting services in reference.

     6. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services.                 The minimum pre-selection criteria are:

          with at least 5 years of experience in:

          (i) national and international procurement services;

           (ii) advising on projects management in projects financed by the international funds (e.g. World Bank, African Bank, USAID, UNDP, JICA,                                           SIDA/SAREC,  etc.);

           (iii) e-procurement regulation works; and

            (iv) providing technological solutions.

      7. The attention of interested consultants is drawn to section III, paragraphs 2.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF                        Borrowers November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

       8. Consultants can partner (joint venture) with other companies to hone their skills.

        9. A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations, edition of                November 2020 that can be accessed via the World Bank website at www.world bank.org/ procurement.
