Description:
Design and execution of an electric energy storage system in batteries for a photovoltaic power plant in Craiova, aimed at enhancing renewable energy integration and optimizing energy operations.

Design and technical assistance services, verification of documentation by certified verifiers, and execution of works for the project 'Electric Energy Storage System in Batteries for the Operation of the Photovoltaic Power Plant of the Municipality of Craiova', according to the requirements of specification no. 43962/R1/03.03.2026 and the attached technical documentation. This procurement of services and works is initiated in the context of implementing the investment objective regarding the installation of an electric energy storage system in batteries (BESS) within the photovoltaic power plant of the Municipality of Craiova, as part of the local strategy for developing sustainable energy infrastructure and increasing the capacity to integrate renewable energy sources. The necessity of completing the investment is based on the evolution of energy consumption at the municipality level, on the stability and flexibility requirements of the local energy system, as well as on the energy transition and decarbonization objectives assumed by national and European strategic documents. The implementation of an energy storage system allows for the optimization of the operation of the existing photovoltaic power plant, increasing self-consumption, reducing energy losses, balancing energy flows, and increasing the safety of electricity supply.

Estimated contract value is 23,112,927.69 lei (excluding VAT), which consists, according to the General Estimate approved by HCL no. 510/2025, of:
- Design, technical assistance, and verification of documentation by certified verifiers: 100,000.00 lei excluding VAT;
- Expenses for the basic investment (Cap. 4): 22,912,927.69 lei excluding VAT, of which:
    - Construction and installations (Cap 4.1): 3,186,264.45 lei excluding VAT;
    - Installation of machinery, technological and functional equipment (Cap 4.2): 795,850.00 lei excluding VAT;
    - Machinery, technological and functional equipment requiring installation (Cap 4.3): 18,855,813.24 lei excluding VAT;
    - Intangible assets (cap. 4.6): 75,000 lei excluding VAT
- Construction and installation works related to site organization (cap. 5.1.1): 100,000.00 lei (excl. VAT).

Note: The estimated contract value does not include amounts related to miscellaneous and unforeseen expenses, budget margins, and implementation reserves for price adjustments, as provided in the General Estimate, which may be accessed, if necessary, according to the provisions of article 221 of Law no. 98/2016, with subsequent modifications and completions.

Modification of the public procurement contract during its validity period is done under the conditions specified in article 221 of Law no. 98/2016, with subsequent modifications and completions. Deadlines for submitting/responding to requests for clarification/additional information:
A. In accordance with the provisions of article 160 para. (1) of Law no. 98/2016 with modifications and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the attribution documentation is 18 days before the deadline for submitting offers.
B. In accordance with the provisions of article 160 para. (2) of Law no. 98/2016, with modifications and completions, the contracting authority will respond clearly and completely to all requests for clarification in a single day, namely on the 11th day before the deadline for submitting offers, through a consolidated response, to the extent that requests for clarification are submitted within the specified timeframe.

The object of the contract resulting from this procedure consists of the design and execution of all works identified in the Feasibility Study and related annexes and includes:
i. Preparation: documentation for PAC and POE;
ii. Preparation of the execution technical project (PT + DE, CS);
iii. Technical assistance from the designer during the execution of the works until final acceptance
iv. Verification of the design documentation by certified project verifiers;
v. Preparation of documentation and obtaining the connection certificate for electricity production from the energy distributor;
vi. Technical book of the construction;
vii. acquisition of all materials and products needed, all machinery, tools, and equipment (including any lifting or handling machinery) necessary for the execution of the contract;
viii. any temporary work or task required for site preparation, or any necessary authorization for the Contractor from the competent authorities for executing the works and realizing temporary activities and works;
ix. transportation to the site of any materials, machinery, components, and working equipment needed for the execution of the works;
x. all relevant testing and tests, as these tests are requested by the legislation and regulations in the field of construction quality assurance systems;
xi. any consumables needed for the execution of the works and realization of tests;
xii. normal and extraordinary maintenance of the works until they are handed over to the Contracting Authority;
xiii. activities and consumables necessary to keep the site clean and functional, dismantling and removal of any temporary works or activities;
xiv. preparation of any necessary documentation for the Contractor for the execution and design of the works, documentation which includes but is not limited to:
a. General schedules for the realization of public investments (physical and budgetary);
b. Quality plan for execution;
c. Quality control plan;
d. Certifications and results of material tests
e. Own security and health plan
xv. Documentation of information necessary for the Technical Book of the construction, including documentation of exploitation instructions.
Note 1: At the PAC and Technical Project phases, in the preparation of the General Estimate, both the provisions of HG 907/2016 regarding the stages of preparation and content-framework of the technical-economic documentation related to objectives/investments projects financed from public funds and the Technical connection approval issued by the electricity distributor no. 001500047083/18.06.2025 will be considered.
Note 2: In the preparation of the execution technical project and in the execution of the works, the DNSH principles provided in the specifications 43962/R1/03.03.2026 and the Feasibility Study - project no. RC 880/2025 will be respected. Services and works that are the subject of the public procurement contract are detailed within specification no. 43962/R1/03.03.2026 and the technical documentation made available within the attribution documentation.
