"Delivery, implementation, and commissioning of a monitoring system (..) 1. The subject of the contract is the delivery, implementation, and commissioning of an OT network security monitoring system (Operational Technology – IT infrastructure used to monitor and control physical industrial processes, machines, and devices). The entire scope of this order constitutes a business secret. 2. The detailed scope of the contract is contained in the Description of the Contract, which constitutes Annex No. 1a to the inquiry. 3. The detailed description of the contracting authority’s requirements regarding execution and acceptance is specified in the contract template, which is Annex No. 2 to the inquiry. 4. Specific provisions concerning warranty and guarantees are defined in § 7 of Annex No. 2 to the inquiry. Conditions of participation: - Authorization to perform the specified activity or tasks: holds a valid Industrial Security Certificate Level I at the "Top Secret" level - List of required documents/declarations: - holds a valid certificate compliant with ISO 27001 standard (or equivalent i.e., certified by an independent conformity assessment body) for the security service provided, - holds a valid certificate compliant with ISO 9001 standard (or equivalent i.e., certified by an independent conformity assessment body) for the security service provided, - Knowledge and experience: within the last 3 years before the deadline for submission of bids, or if the period of business activity is shorter – within that period, has completed at least one order – a service provided to central or regional government administrative offices, critical infrastructure entities, or key service operators managing industrial-type infrastructure facilities, corresponding in scope to the services subject to the contract (monitoring security of OT networks and industrial automation systems), lasting not less than 12 months worth a minimum of PLN 200,000 gross, - Persons capable of performing the contract: e) will assign a team of employees with the necessary qualifications to carry out the task, i.e.: a. minimum of 3 engineers holding valid engineering/technical certificates from the solution manufacturer (or equivalent) in the offered implementation and monitoring solution, b. and additionally domain experts (who may be different individuals):
1) expert holding at least one of the following certificates: CISA, CISM, 2) expert holding at least one of the certificates such as: VA – Certified Vulnerability Assessor, CSSA – Certified Cybersecurity Systems Auditor, CompTIA Security+ or equivalent, 3) expert who is an ISMS and BCM auditor, holding at least audit certificates: ISO/IEC 27001 Lead Auditor for ISMS audit or equivalent and ISO 22301 Lead Auditor for BCM audit or equivalent."
