Description:
The contract involves drafting environmental license projects and technical documentation for various buildings at the Universitat de Barcelona, ensuring compliance with current regulations through a structured multi-phase process.

The purpose of this contract is the drafting of the projects for environmental licenses or the technical documentation for environmental communication, as appropriate, for different buildings of the Universitat de Barcelona, in accordance with current regulations, law 20/2009 of December 4 on the prevention and control of environmental activities, and as described in the technical specifications.
The mentioned contract is considered a service contract of an intellectual nature, since its object is included in article 17 and provision 41 of Law 9/2017, of November 8, on public sector contracts, which transposes the directives of the European Parliament and Council 2014/23/EU and 2014/24/EU of February 26, 2014 (LCSP).
The provision of services will be carried out in the following phases:
First phase
- Collection and analysis of existing written and graphic documentation, based on that provided in this tender and the existing files of the Universitat de Barcelona.
- Management in the archives of the City Council of Barcelona to obtain the administrative records, obtaining copies of the necessary documentation in each case.
- Visits to the buildings and their surroundings.
- Photographic report resulting from visits to the buildings and their surroundings.
- Updating of existing information, both at the distribution and use levels, and the characteristics of the constructive elements and facilities that affect the object of this tender, especially those affecting active and passive fire elements, and those affecting accessibility, both graphically and in writing.
- Checking and data collection of existing machinery, risk areas, and others that affect the object of this tender.
- Any other management and/or data collection necessary for the drafting of environmental license projects or technical documentation for environmental communication, as appropriate.
Second phase
- Determination of the specific regulations to be complied with.
- Consultations with the involved administrations for the processing of the files, both municipal (Urbanism, Activities, *SPCPEIS, District, Heritage ...) and, if necessary, regional (*OGAU)
- Determination of the modality and specific procedures affecting each of the files to be processed.
- Drafting of the Environmental Technical Report, with the Fire Protection Annex.
- Processing before the City Council and, if necessary, other administrations and/or Environmental Control Entities, of the files until the favorable reports are obtained, particularly those from the Civil Protection Service, Prevention, Fire Extinction, and Rescue (*SPCPEIS). This includes correcting any amendments resulting from this processing, as well as the eventual drafting of the final consolidated documents.
Third phase
- Determination of the corrective measures necessary to correct the deficiencies detected, according to the finally validated documentation of the Environmental Technical Report and the Fire Protection Annex.
- Economic valuation, at the preliminary project level, of the corrective measures, and determination and planning of the process necessary for their execution.
The drafting of the basic and executive projects for the works and installations necessary for the correction of the corrective measures is excluded.
The execution of all phases will be formalized in a single contract.

The mentioned contract is considered a service contract of an intellectual nature, given that its object is included in article 17 and provision 41 of Law 9/2017, of November 8, on public sector contracts, which transposes the directives of the European Parliament and the Council 2014/23/EU and 2014/24/EU, of February 26, 2014 (LCSP).

- Consultations with the involved administrations for the processing of the files, both municipal (Urban Planning, Activities, *SPCPEIS, District, Heritage,...) and, if applicable, regional (*OGAU)
- Determination of the modality and the specific procedures affecting each of the files to be processed
- Drafting of the Technical Environmental Report, with the Fire Protection Annex
- Processing before the City Council and, if applicable, other administrations and/or Environmental Control Entities, of the files until obtaining favorable reports, particularly those from the Civil Protection Service, Prevention, Fire Extinction and Rescue (*SPCPEIS). This includes the correction of the amendments resulting from this processing, as well as the possible drafting of the final consolidated documents.
Third Phase
