Participation in the market dialogue does not bind the company to participate in the tendering process, and participation or non-participation will not affect the supplier's position in the tendering process.
The market dialogue for the joint procurement of vehicle management and vehicle procurement services is planned to be conducted as a technical market dialogue. A technical dialogue refers to the format of dialogue where we ask potential operators for comments on the draft request for proposals. The technical dialogue will be conducted in written form. In the dialogue, the contracting authority aims to gather information on the technical framework of the procurement object.
Sarastia's procurement services plan and prepare the joint procurement of vehicle management and vehicle procurement services. The vehicle management service in question includes vehicle management services and systems, as well as operational services, such as equipping, outfitting, and other procedures carried out during the use period (e.g., inspections, tire services, maintenance, repairs, etc.). The second procurement object, the vehicle procurement services, includes the procurement of vehicles according to the European Parliament and Council regulation (EU) 2018/858 for cars (M1, M2, N1, N2). The procurement process is being prepared in the autumn of 2025, and the request for proposals is expected to be published in November 2025.
The contracting authority requests companies interested in the upcoming procurement to register for the technical market dialogue by September 26, 2025, by email at essi.rajahuhta@sarastia.fi. The message should be titled "Technical Market Dialogue: Vehicle Management and Vehicle Procurement Services." The contracting authority will provide the request for proposal documents for comment and any clarifying additional questions to those who registered for the dialogue.

The customer must have the option to acquire vehicles either by purchasing or leasing. When leasing, the customer must be able to utilize existing leasing options, such as Municipal Financing, various financiers, and financing models. That is, the customer/client can utilize their own or the provider's financing options. The customer must also have access to financial leasing, maintenance leasing, and other possible leasing forms.
