Based on the provisions of Art. 160 of Law 98/2016, amended by OUG 107/2017, interested economic operators shall request clarifications or additional information regarding the award documentation 20 days before the deadline set for submitting offers, and according to Art. 161 of Law 98/2016, amended by OUG 107/2017, the contracting authority's response will be sent 10 days (on the 11th day) before the deadline set for submitting offers. Any request for clarifications must be signed with an extended electronic signature, based on a qualified certificate, issued by an accredited certification service provider in accordance with the law and uploaded to SEAP. Given the estimated total value of the procurement of "laboratory reagents and substances" - 6 LOTS (6,764,778.00 Lei, excluding VAT), which does not exceed the threshold set in Art.6 para. (4) of Regulation (EU) 2022/1031 (respectively 5,000,000 EUR for goods), the application of IPI measures (Instrument for International Public Procurement - IPI) is not required.
