1. Subject, object, and general conditions of the contract: The object of the public procurement is "delivery of goods, executed through purchase" in accordance with the meaning of Art. 3, para. 1, item 2 of the Public Procurement Act (PPA) and concerns the delivery and purchase, by conducting a negotiation procedure with a preliminary invitation to participate with the subject: “Delivery and implementation of an IT system for intelligent electrical energy metering“, ref. No. PPD25-123, in accordance with the conditions and requirements of the Contracting Authority. Every interested party may submit an application provided that they meet the requirements of the PPA and the requirements of the Contracting Authority stated in the announcement and documentation. The subject of the public procurement includes: implementation of an IT system for intelligent metering, including all necessary licenses or activation keys for the full number of 2,300,000 electric meters; delivery of the required technological infrastructure of servers, network provision, licenses for the utilized hypervisor (if applicable) and subscription for the utilized cloud resource (if applicable) for operation in and with the existing information and communication technology environment of the Contracting Authority, with the possibility of expanding the system to 2,500,000 electric meters, as well as carrying out all services related to the implementation of the system; execution of developments for integration for data exchange with information and technical systems used by the Contracting Authority in connection with the execution of described processes on installation, servicing, collection and processing of measurements data; ensuring developments and execution of migration of measured data from existing systems of the Contracting Authority into the implemented IT system for intelligent metering; conducting training for operating the system and its system administration and maintenance; providing support for version upgrades and new functionalities and servicing the system for implementation of modifications upon requests from the Contracting Authority for functional or system changes and/or modifications. The subject of the public procurement does NOT include any of the following activities: delivery and physical installation of measuring devices; maintenance of the information and communication technology environment of the Contracting Authority. The implementation services will consist of: Project planning and management; Requirements analysis and identifying the suitable implementation; Preparation of a detailed execution project (Business Blue Print - BBP); Providing IT infrastructure according to the sizing performed based on the analysis; Installing development and testing environments of the IT system for intelligent metering; Performing adjustments and developments; Developments for integration and data exchange with information and technical systems from the information and communication technology environment; Data development and migration; Testing for confirming compliance with requirements; Training, knowledge transfer, and documentation; Implementation and migration into a productive environment; Warranty and post-warranty support and Technical service. The following functional components must be part of the IT system for intelligent metering: Management of data from measuring systems (MDM); Collection of data from measuring devices (MDC); Network management system (NMS); Meter management module (MOC); Key and certificate management system (KMS); Data analysis tool (DAT - may be internal or external software product for the system); This technical specification refers to the requirements that must be met by the proposed IT system for intelligent metering. Suppliers have the freedom to implement the necessary features in the different functional components of the solution (e.g., MDM, MDC, NMS, MOC, KMS, and DAT). The selected contractor must implement all the above-mentioned functional components of the IT system for intelligent metering, including installation, setup, and integration into the hardware infrastructure that will be provided to the Contractor by the Contracting Authority, according to the service model chosen by the Contractor and must meet the required performance indicators. The Contractor will be responsible for the IT system for intelligent metering which must guarantee all necessary performance indicators. Conditions for execution: The delivery and services related to the subject of the contract will be carried out based on an order issued by the Contracting Authority to the Contractor. The execution of the project will be divided into phases, which will be determined by the selected Contractor in the project plan. The project plan must have at least the following phases: • Defining the project and preparing a General project plan; • Analysis phase and detailed project (Business Blue Print - BBP); • Execution/Implementation of Phase I; • Testing of phase I, partial acceptance; • Execution/Implementation of Phase II; • Testing of phase II, partial acceptance, and launch; • Execution/Implementation of Phase III. Full execution; • Full testing and launch Phase IV.; • Post-launch and support period; • Trainings (for users and administrators) in each phase of the project will be provided within the project. Each phase of the project is accepted separately, following the acceptance procedure. Project managers will sign acceptance protocols for each phase. A detailed description of the implementation stages, as well as the acceptance procedure for the respective stage is described in item 6. “REQUIREMENTS FOR IMPLEMENTATION SERVICES” from the technical specification in the parameters section of the Centralized Automated Information System “Electronic Public Procurement” (CAIS EPP). The Contractor will ensure warranty and post-warranty support for the system.

Payment for the price under the concluded public procurement contract is made in Bulgarian leva (or in their equivalent in EURO according to the exchange rate of the Bulgarian National Bank, in case the common European currency – EURO is accepted as the official payment means in the Republic of Bulgaria before the conclusion or during the action of the contract). The payment conditions are carried out in accordance with the conditions and requirements of the contract draft and participation documentation.
