Assignment Title: Selection of a consulting company for Establishment of a Laboratory Data Management Information System

The Kyrgyz Republic has received financing from the World Bank toward the cost of the ?limate Resilient Water Services Project (CRWSP) and intends to apply part of the proceeds for consulting services.



The consultancy services ("Services") shall include the establishment of a Laboratory Data Management Information System.



The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expressions of Interest.



The Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:




  • At least 5 (five) years of overall experience in the field of information systems development;

  • At least two (2) successfully completed contracts for information systems of similar complexity within the last three years;

  • Experience in developing information systems for government agencies in the Kyrgyz Republic.



Interested Consultants should refer to paragraphs 3.14, 3.16 and 3.17 of Section III of the Procurement Regulations for IPF Borrower November 2020 (the "Procurement Regulations") of the World Bank, which sets out the World Bank's conflict of interest policy.



Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (the type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or in the form of a joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment.



The Consultant will be selected in accordance with the CQS (Consultant’s Qualifications Based Selection) method set out in the Procurement Regulations.
