The subject of the services to be rendered is the construction and operation (including maintenance and servicing) of publicly accessible charging infrastructure for electric vehicles in the city of Wilhelmshaven. The city of Wilhelmshaven intends to have at least 230 and a maximum of 354 charging points for electric cars constructed and operated at 112 locations within the city. The concession award is to be carried out in seven lots. Bids can be submitted for one, several, or all sublots. The bid of a suitable bidder that meets the minimum criteria (for each lot) and achieves the highest score (for each lot) shall be awarded the contract (for the respective lot). In the event of a tie in points (for each lot), a draw will be decided. After the award of contract (end of February 2026), the successful bidders have a maximum of two years to establish and put the charging stations into operation. The concessionaire(s) commit to ensuring the operation of the charging facilities for a duration of 10 years from commissioning in accordance with the service description. An extension of the concession for an additional ten years is possible with mutual consent.
I. Minimum Criteria
- Reasons for exclusion: There are no exclusion reasons according to §§ 123, 124 GWB.
- Trade Register Entry: Business or trade register entry according to the legal provisions of the country of the community or the contracting state of the EEA Agreement where the bidder is located.
- Liability Insurance: Confirmation that liability insurance can be provided at the time of the award of the contract.
- References: Provision of at least two and a maximum of three reference projects within the meaning of the charging station ordinance, of which at least one should be in the area of public charging infrastructure. If DC charging infrastructure is offered, at least one reference must also relate to the construction of DC charging infrastructure.
- Project Management: Naming a project manager with verifiable experience.
