Description:
The project involves the modernization of the Nikola Vaptsarov Drama Theatre in Blagoevgrad through the preparation of working investment projects and author supervision, focusing on energy efficiency measures and the creation of a sustainable cultural development hub.

The funds for the implementation of the activities on the project proposal BG16FFPR003-1.001-0010 "Modernization of the Nikola Vaptsarov Drama Theatre for Sustainable and Integrated Development of Culture, Cultural Tourism, and Creative Industries in Blagoevgrad" are provided to the Nikola Vaptsarov Drama Theatre - Blagoevgrad under an Administrative Agreement for the provision of non-reimbursable financial assistance (NFA) under the "Regional Development" Program 2021-2027, Procedure for Direct Provision of Non-Reimbursable Financial Assistance BG16FFPR003-1.001 "Support for Integrated Urban Development in 10 Urban Municipalities - Main Growth Centers", No. from ISUN - BG16FFPR003-1.001-0010-С01, concluded with the Ministry of Regional Development and Public Works, Managing Authority of the "Regional Development" Program 2021-2027 (RDP) – Main Directorate for Strategic Planning and Programs for Regional Development.
The scope of the public procurement includes the following activities related to the facilities owned by the Nikola Vaptsarov Drama Theatre - Blagoevgrad, divided into two lots: Design - preparation of working investment projects for each lot, according to the Technical Specification - Annex No. 1; Author’s supervision – exercising author’s supervision under the Territorial Development Act during the execution of construction and installation works, for each lot.
The design is single-phase and includes the preparation of a working investment project (WIP) for the introduction of energy efficiency measures and accompanying measures in the aforementioned facilities, in accordance with the Technical Specification - Annex No. 1 and Project Documentation - Annex No. 2.
For the facilities in both lots, the following have been prepared:
Report on a survey to establish the technical characteristics related to the requirements under Article 169, Paragraph 1, items 1-5 and Paragraph 3 of the Territorial Development Act; Architectural survey; Technical passport; Energy efficiency survey, Summary of the report from the energy efficiency survey and Certificate of energy characteristics (appendices to Project Documentation - Annex No. 2).
The projects must be developed in scope and content in accordance with the requirements of Regulation No. 4 of 2001 on the scope and content of investment projects; Regulation No. RD-02-20-2 of January 26, 2021, on determining the requirements for accessibility and universal design of elements of the accessible environment in urbanized areas and buildings and facilities; Regulation No. RD-02-20-3 of November 9, 2022, on the technical requirements for the energy characteristics of buildings, as well as other related subordinate legislation applicable to the permissible and approved activities for funding.
The working investment projects must include all energy efficiency measures for the buildings prescribed in the documents from the surveys of the intervention facilities. The projects must clarify the specific project solutions to a degree that ensures the complete execution of all planned types of construction and installation works related to the introduction of the measures identified in the energy survey, the supply/installation of future furnishings and equipment, and provide design solutions that ensure compliance with the requirements for construction under Article 169 of the Territorial Development Act.
The working investment project for each lot must be submitted in 5 (five) copies on paper with wet seals and signatures of the designers and in 1 (one) copy on electronic media in dwg; doc; xls format and 1 (one) copy on electronic media in pdf format.
Each project part of the working investment project must contain:
• Working drawings and working details, on which the individual types of construction and installation works will be carried out, in the following recommended scales:
- situational solution - at scale 1:500 and 1:1000
- for layouts, plans, sections, facades - at scale 1:50 and 1:100,
- for fragments and details - at scale 1:20, 1:5 and 1:1;
• Explanatory note, clarifying the proposed project solutions in all parts;
• Calculations justifying the project solutions, where necessary.
• Detailed quantitative calculations by individual parts and a summarized quantitative-cost calculation with a detailed description of the types of construction and installation works and equipment/furnishings. The quantitative calculation must include technical specifications of materials, products, kits, and systems, since the working project will serve for the procurement of construction under the Public Procurement Law.
In connection with the accurate compliance with the investment project during the execution of construction and installation works, the Contractor, through separate qualified persons, authors of the applicable project documentation by parts, must carry out author’s supervision according to the requirements of Article 162 of the Territorial Development Act and the execution contract.


LOT-0001
Lot No. 1 "Development of Investment Projects and Exercise of Author's Supervision for the Facility - Nikola Vaptsarov Drama Theatre – Blagoevgrad, with administrative address: Blagoevgrad, Georgi Izmirliev Square No. 1 - buildings with identifiers according to the Unified Cadastre of Blagoevgrad – 04279.612.70.1, 04279.612.70.2 and 04279.612.70.3"..
The scope of the lot includes the following activities: design - preparation of working investment projects for the lot, according to the Technical Specification - Annex No. 1; author’s supervision – exercising author’s supervision under the Territorial Development Act during the execution of construction and installation works for the lot.
According to Article 137, Paragraph 1, item 3, letter "v" of the Territorial Development Act, in connection with Article 6, Paragraph 3, item 4 of Regulation No. 1 of July 30, 2003, on the nomenclature of types of construction, the construction is of the III category.
The ownership of the facility is public state ownership, in accordance with Act No. 3050/23.06.2015, with delegated management rights to the Ministry of Culture, Nikola Vaptsarov Drama Theatre - Blagoevgrad.
The theatre building, which is the subject of intervention for lot No. 1, is located at Georgi Izmirliev Square No. 1, situated in land with identifier 04279.612.70 according to the cadastral map and cadastral registers of Blagoevgrad.
The building is positioned freestanding within the property and consists of three sub-objects with independent identifiers: building with identifier 04279.612.70.1 - 6 floors with a built-up area of 453.00 sq m; building with identifier 04279.612.70.2 - 4 floors with a built-up area of 814.00 sq m; building with identifier 04279.612.70.3 - 3 floors with a built-up area of 933.0 sq m.
For the intervention facility under lot No. 1, the following have been prepared: a report on a survey to determine the technical characteristics related to the requirements under Article 169, Paragraph 1, items 1-5 and Paragraph 3 of the Territorial Development Act; architectural survey; technical passport; energy efficiency survey, summary of the report from the energy efficiency survey and certificate of energy characteristics (appendices to Project Documentation - Annex No. 2).
The main objective of the investment intent is the realization of the project "Modernization of the Nikola Vaptsarov Drama Theatre for Sustainable and Integrated Development of Culture, Cultural Tourism and Creative Industries in Blagoevgrad" under procedure BG16FFPR003-1.001 "Support for Integrated Urban Development in 10 Urban Municipalities - Main Growth Centers" under the Operational Program "Regional Development" 2021-2027.
The planned investments include measures for energy efficiency that will lead to achieving energy class "A" for the buildings subject to intervention under lot No. 1, contributing to the green transition and sustainable development.
The prescribed energy efficiency measures include mandatory accompanying construction and installation works for the construction of a lightning protection system, repair of adjacent areas bordering the building, an intelligent energy management system, ensuring accessible architectural environment to stage halls, administrative parts, and sanitary facilities, as part of measures to ensure equal access to culture and art. In addition, mandatory (urgent) measures prescribed in the technical passport are included, which in their current state will compromise the introduced energy efficiency measures and the achievement of a higher energy class of the building. Integrated with the energy efficiency measures, green urban infrastructure measures are also included, which will be implemented in the adjacent areas around the building. Green roofs will also be implemented, according to the project solution, including the creation of roof areas used by visitors and those working in the theatre.
Main measures according to the energy survey of the building that should be applied:
• EEM B1 - Thermal insulation of external walls;
• EEM B2 - Replacement of old joinery with a system of PVC profiles and double glazing or aluminum;
• EEM B3 - Thermal insulation of the roof;
• EEM B4 - Thermal insulation of the floor;
• EEM C1 - Construction of a standalone gas installation, including an automatic boiler control system;
• EEM C2 – Installation of a new gas boiler;
• EEM C3 - Replacement of lighting fixtures;
• EEM C4 - Construction of a photovoltaic installation for own use.
Of particular significance for the cultural activities of the theatre is the replacement of stage lighting with energy-saving new generation lighting that will significantly reduce electricity consumption. The new equipment will add great value to cultural products, considering the importance of lighting for contemporary trends in the performing arts, thereby contributing to the expansion of the audience of the cultural institution. Following the implementation of energy-saving measures for the replacement of lighting, the total cost of energy consumed for lighting will be reduced.
Based on previously completed preparatory activities for the technical and energy survey of the building and the survey for the presence of protected species, an investment project must be prepared in the phase of "Working Investment Project" with at least the following project parts:
• Architectural;
• Structural;
• Energy efficiency;
• HVAC;
• Electrical;
• Water and sewage;
• Geodesy;
• Safety and Health Plan;
• Landscaping and beautification (Greenery);
• Construction waste management plan;
• Fire safety;
• Interior, furnishings, and equipment;
• Stage lighting;
• Stage mechanics;
• Acoustics;
• Electroacoustics;
• Project-estimate documentation.
The listed parts will determine the exact parameters for performing the activity. In accordance with the requirements of the Territorial Development Act, throughout the entire execution period of construction and installation works on the facility, author’s supervision will be exercised. The project documentation must be developed in a single phase in the project phase of "Working Investment Project" in volume and content, according to Regulation No. 4 of May 21, 2001, on the scope and content of investment projects.


LOT-0002
Lot No. 2 "Development of Investment Projects and Exercise of Author's Supervision for the Facility – Warehouse of the Nikola Vaptsarov Drama Theatre – Blagoevgrad, with administrative address: Blagoevgrad, Ivan Mihaylov St. No. 63 - buildings with identifiers according to the Unified Cadastre of Blagoevgrad from 04279.608.15.1 to 04279.608.15.18 - excluding the building with identifier 04279.608.15.3"..

The scope of the segregated position includes the following activities: design - preparing working investment projects according to the Technical Specification - Appendix No. 1; artistic supervision - exercising artistic supervision under the Planning and Development Act during the execution of construction and installation works for the segregated position.

According to Article 137, Paragraph 1, Item 4, letter 'v' of the Planning and Development Act, in connection with Article 6, Paragraph 3, Item 4 of Regulation No. 1 of July 30, 2003 on the nomenclature of types of construction, the object of intervention under segregated position No. 2 is IV (fourth) category.

The property of the storage-production base is public state property with management rights granted by the Ministry of Culture to the Nikola Vaptsarov Drama Theatre - Blagoevgrad - Act No. 3051/23.06.2015.

The storage-production base of the theatre is located at the following administrative address: Blagoevgrad, Ivan Mihailov St. No. 63.

The storage-production base is situated on a parcel with identifier 04279.612.15 according to the cadastral map and cadastral registers of Blagoevgrad.

For the object of intervention under segregated position No. 2, the following have been prepared: a report from an examination to establish the technical characteristics related to the requirements under Article 169, Paragraph 1, Items 1-5 and Paragraph 3 of the Planning and Development Act; architectural recording; technical passport; examination for energy efficiency, summary of the report from the energy efficiency examination, and a certificate for energy characteristics (attachments to the Project Documentation - Appendix No. 2).

The main goal of the investment intention is the realization of the project “Modernization of the Nikola Vaptsarov Drama Theatre for Sustainable and Integrated Cultural Development, Cultural Tourism and Creative Creative Industries in Blagoevgrad” under procedure BG16FFPR003-1.001 “Support for Integrated Urban Development in the 10 Municipalities – Core Growth Centers” under the “Regional Development” Program 2021-2027.

The entire material base is planned to be updated, along with the technological modernization of workshops, art studios, creative spaces, and administrative facilities in the scenery base of the Nikola Vaptsarov Drama Theatre - Blagoevgrad. The goal is to transform the base into a modern multicultural center for culture and arts.

It is intended to: introduce energy efficiency measures in the object of intervention; renew and expand the production of scenery, costumes, and props - not only for the needs of the drama theatre but also for other cultural institutions in the country. For this purpose, staff will be trained on-site, thus turning the base into an incubator for businesses in the creative and creative industries, bringing together young and enterprising individuals interested in culture, arts, architecture, design, urbanism, marketing, and other creative fields; major renovation of the metalworking, woodworking, upholstery, artistic, and tailoring workshops, as well as the storage areas for costumes and props, where items of high cultural value are kept; creating a new, modern workshop for prop making, equipped with a 3D printer. The base will also be equipped with a CNC router, allowing for computerized and high-precision production of scenery and stage elements; creating a music studio suitable for both rehearsals and acoustic concerts; creating a multifunctional shared space designed for various trainings, meetings, and creative events; creating shared outdoor spaces with an outdoor stage for various cultural events - literary readings, concerts, open-air performances, etc.; measures for green urban infrastructure in yard and open roof spaces with open access; landscaping of adjacent yard areas with bicycle parking; installing a charging station for own needs, powered by a photovoltaic system installed under the project for electricity production for own needs; ensuring accessible architectural environment for users of the infrastructure; implementing an intelligent energy management system for the building - a key element in transforming it from a passive to an “intelligent” building, which will integrate solutions for effective building management based on the collaborative operation of all available installations such as HVAC systems (heating, ventilation, and air conditioning), lighting, fire and emergency safety, security systems, and access control, among others.

The planned investments include energy efficiency measures that will lead to achieving energy class “A” for the buildings under intervention under segregated position No. 2, contributing to the green transition and sustainable development.

The prescribed energy efficiency measures include mandatory accompanying construction work for the construction of a lightning protection system, repair of adjacent areas bordering the building, an intelligent energy management system, ensuring accessible architectural environment as part of the measures for providing equal access. In addition, mandatory (urgent) measures prescribed in the Technical Passport which, in their current state, will compromise the introduced energy efficiency measures and the achievement of a higher energy class for the building have been included. Integrated with the energy efficiency measures are laid out measures in green urban infrastructure that will be implemented on the adjacent areas around the building.

Key measures, according to the energy audit of the building, which should be applied are:

Energy Efficiency Measure B1 – Thermal insulation of external walls; Energy Efficiency Measure B2 - Replacement of windows; Energy Efficiency Measure B3 - Roof thermal insulation; Energy Efficiency Measure B4 - Floor thermal insulation; Energy Efficiency Measure C2 - Installation of a heat pump and heating installation; Energy Efficiency Measure C3 - Replacement of lighting fixtures; Energy Efficiency Measure C4 - Construction of a photovoltaic system for own needs.
