Assignment Title: Consulting Services for Preliminary Work on the Design of a Terrestrial Wildlife Disease Surveillance System, including Site Investigation, Surveying, and Structural Assessment

The Government of China has received a loan from the World Bank to finance the World Bank Financed Project for the Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Project (Global “One Health” Demonstration Project in Hainan), and intends to apply part of the proceeds for consulting services.



The main scope of the consulting services (hereinafter referred to as “the Services”) includes:





  1. Carrying out site investigation and surveying work for the preliminary design of the Terrestrial Wildlife Disease Surveillance System;




  2. Conducting structural assessment of buildings as part of the preliminary work for the same system.





The estimated total input for this consulting assignment is 228 person-months, with an implementation period of 12 months. The anticipated start date for the consulting services is September 2025.



The Terms of Reference (TOR) for this assignment are attached to this Request for Expressions of Interest.



The Hainan Provincial Forestry Department (hereinafter referred to as “the Client”) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should submit relevant supporting documentation in accordance with the requirements below. The Expression of Interest (i.e., the proposal) should include, but is not limited to, the following:



1?A general introduction to the consulting firm, including its organizational structure.



2?Power of attorney and identification documents of the legal representative and the authorized representative. If the Consultant is a consortium, a consortium agreement (format to be determined by the parties) must also be provided.



3?A copy of the business license or legal entity certificate for public institutions.



4?If the Consultant is a state-owned enterprise or a public institution, the company’s articles of association must be provided.



5?The Consultant must possess the following qualifications (copies of the relevant qualification certificates must be submitted):

5.1 Class B qualification in geotechnical engineering under the category of engineering investigation, or a Class B comprehensive qualification for engineering investigation;

5.2 Class B qualification in engineering surveying or mapping services;

5.3 Either:

(i) a valid special qualification certificate for construction quality inspection agencies (covering structural and foundation inspections), or

(ii) a valid comprehensive qualification certificate for construction quality inspection agencies.



6?The Consultant shall demonstrate the necessary capabilities or relevant experience to perform the contract:



(1) The Consultant must have at least five (5) years of experience in consulting services. Relevant proof of experience must be provided, including at minimum copies of key pages of contracts that clearly show the company name, scope of services, contract amount, and date of signing.



(2) The Consultant must have the capability to issue inspection reports and structural safety appraisal reports. Supporting documentation must be provided (e.g., key pages of relevant contracts, acceptance certificates issued by the client, etc.).



(3) Within the past three years (i.e., from January 1, 2022 to the deadline for submission of Expressions of Interest, based on the contract signing date), the Consultant must have undertaken at least three (3) consulting service projects related to site investigation, each with a contract value of no less than RMB 100,000. Supporting documents must include at least copies of key contract pages showing the firm name, service scope, contract amount, and signing date, as well as project acceptance certificates or similar documents issued by the client confirming successful completion.



(4) Within the past three years (i.e., from January 1, 2022 to the deadline for submission of Expressions of Interest, based on the contract signing date), the Consultant must have undertaken at least three (3) consulting service projects related to surveying, each with a contract value of no less than RMB 100,000. Supporting documents must include at least copies of key contract pages showing the firm name, service scope, contract amount, and signing date, as well as project acceptance certificates or similar documents issued by the client confirming successful completion.



(5) Within the past three years (i.e., from January 1, 2022 to the deadline for submission of Expressions of Interest, based on the contract signing date), the Consultant must have undertaken at least three (3) consulting service projects related to building assessment, each with a contract value of no less than RMB 50,000. Supporting documents must include at least copies of key contract pages showing the firm name, service scope, contract amount, and signing date, as well as project acceptance certificates or similar documents issued by the client confirming successful completion.



7?Any other documents the Consultant deems necessary to submit (if applicable).



At this stage, individual experts will not be evaluated. The Client will select one consulting firm with the most appropriate qualifications and relevant experience from among those that submit Expressions of Interest, and will invite the selected firm to submit technical and financial proposals and enter into negotiations.



Interested Consultants should take note of the provisions set out in paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020 edition), which outline the World Bank’s policy on conflicts of interest.



Consulting firms may associate with other firms to enhance their qualifications. Such associations must clearly indicate whether they take the form of a joint venture or a sub-consultancy. In the case of a joint venture, all parties to the joint venture shall be jointly and severally liable for the entire contract, if selected.



The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.



The Expression of Interest (EOI) must be submitted in written form to the Procurement Agent no later than 9:00 a.m. on August 14, 2025 (EOI opening time), either by designated person, postal mail, or email.



Consultants are encouraged to submit hard copy EOI documents. For hard copy submissions, one (1) original and two (2) copies of the EOI must be provided, accompanied by a USB flash drive containing:



a scanned PDF copy of the signed and stamped original EOI, and



a Word format editable version, consistent with the content of the scanned original.

In the event of any discrepancy between the electronic and hard copy versions, the hard copy shall prevail.
