Description: Hiring of an IT Consultant

The Government of São Tomé and Príncipe (GoSTP) has received a grant from the International Development Association (IDA) to cover the cost of the Social Protection Response and Recovery Covid-19 Project and intends to apply part of this grant for consulting services to recruit an Individual Consultant to support the Project Implementation Unit in the Directorate of Social Protection, Solidarity, and Family (DPSSF).


The specific objectives of this consultancy are:



  • To contribute as a systems administrator and manage all statistical data in Ké-nón;

  • To assist in the maintenance and corrective management of the information management system as well as general IT support to DPSSF's IT park;

  • To train technicians from central services as well as from the districts and RAP for better appropriation of Ké-nón, among other activities related to the field of information technologies;

  •  To support the Directorate of Social Protection, Solidarity, and Family (DPSSF) in updating and developing new functionalities in existing modules and in other new modules related to Ké-nón.


Thus, the Fiduciary Agency for Project Administration (AFAP) invites qualified consultants to formalize their applications, attaching a Letter of Intent addressed to the General Director of AFAP, Curriculum Vitae, Copy of ID, and evidence of qualifications, experience in similar works, etc.


The selection criteria are as follows:



  • Possess a diploma equivalent to Bachelor's or Degree/Engineering in computer science, telecommunications, computer sciences, or related areas;

  • Have a professional experience of 5 years in the implementation, exploitation, and maintenance of IT systems, mainly payment systems;

  • Have at least 3 years of experience in projects/programs funded by the World Bank, BAD EU or other development partners;

  • Development and Deploy of Applications in Containers such as Creation and administration of Docker images for microservices and monolithic applications; Optimization of Dockerfiles to reduce image size and improve performance; Configuration of networks, volumes, and multi-container environment with Docker Compose; Integration of Docker in CI/CD pipelines.
