Mission Title: Development of feasibility studies, design, and tender documents (RFP) for low-regret infrastructure - phase 2

1. The Government of the Republic of Burundi has received funding from the World Bank to cover the cost of the Urban Resilience Emergency Project (P177146), and intends to use part of this Grant amount to make payments under the following contract: Development of feasibility studies, design, and tender documents (RFP) for low-regret infrastructure - phase 2

1. Consultant services include:

1. Carrying out feasibility studies, the Preliminary Project Outline (APS), and the Detailed Preliminary Project (APD), covering hydrological, hydraulic, and sediment analysis of watersheds, evaluation of the twelve priority sites, field data collection, development and comparison of technical options, hydraulic and structural sizing, execution plans, and detailed cost estimates;
2. Preparation of Tender Documents (RFP), including technical specifications, plans, bill of quantities, and contractual documents required for the contracting of works;
3. Identification, evaluation, and management of environmental and social risks, including risks related to gender and GBV/SEA-HS, in accordance with the World Bank Environmental and Social Framework, as well as preparation of required instruments and continuous engagement of communities and stakeholders throughout the mission.

The mission will be conducted over a period of eight (8) months.

4. The Urban Resilience Emergency Project Management Unit “UGP PRU” now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested consultants must provide information indicating that they are qualified and have the relevant experience to perform the services.

5. The criteria for the shortlisting are:

1. Justify at least ten (10) years of general experience in carrying out missions covering areas of infrastructure development for controlling landslides, urban sanitation, flood prevention, or the development of drainage master plans for large urban agglomerations;
2. Have already completed, within the last five (5) years, at least one (1) relevant mission in Sub-Saharan Africa or in an equatorial zone involving landslide control infrastructure, erosion, or missions of similar nature and complexity;
3. Have conducted at least three (3) proven missions covering the collection of topographical, bathymetric, hydraulic, hydrological, or geotechnical data, of infrastructures resilient to climate change;
4. Have conducted at least two (2) Environmental and Social Impact Assessments (ESIA) for projects of flood control infrastructure, landslides, or erosion, etc;

Key experts will not be evaluated at the pre-selection stage.

NB: Each firm must present evidence of its technical and managerial capabilities accompanied by copies of contracts and certificates of satisfactory completion of services, etc.

6. The shortlist will consist of a minimum of five (5) and a maximum of eight (8) firms.

7. Interested Consultants’ attention is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the “Procurement Regulations for Investment Project Financing (IPF) Borrowers” 6th edition February 2025 (“Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. Consultants may associate with other firms to enhance their qualifications, but must clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture will be jointly and severally liable for the entire contract, if selected.

9. A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
