Description:
Construction and expansion of infrastructure for a Low-Emission Urban Transport System at Miechów Railway Station, including a garage-workshop facility for urban buses and a photovoltaic installation with charging stations.

1. The subject of the contract is the implementation of the task: Construction of infrastructure as part of the project "Low-Emission Urban Transport System along with the expansion of the Park & Ride at the Miechów Railway Station" divided into tasks:
1) Task 1. Construction of a garage-workshop facility for the needs of urban buses.
2) Task 2. Purchase of a PV installation on a carport structure with an energy storage system and management system as part of the garage-workshop facility for the needs of urban buses, and the purchase of charging stations for buses - 2 pcs.
2. The investment is carried out as part of the project "Low-Emission Urban Transport System along with the expansion of the Park & Ride at the Miechów Railway Station".
3. The task is co-financed by the Lesser Poland Voivodeship under the FEMP Project FEMP.03.02-IZ.00-0233/24, Program: European Funds for Lesser Poland 2021-2027, No. Recruitment FEMP.03.02-IZ.00-034/24, Priority FEMP.03 European funds for urban transport, Action: FEMP.03.02 Urban transport, Project type: A. Urban transport, European Regional Development Fund.
4. The Ordering Party informs that if during the development of the project documentation for the task it becomes necessary to specify/extend the name of the task, it should always include the phrase "Low-Emission Urban Transport System along with the expansion of the Park & Ride at the Miechów Railway Station".
5. The investment is carried out on plots no. Ewid. 1442/2, 1441/2, 1437/2, 1436/3, 1444/1, 1430/1, 1430/3 on Racławicka Street, Miechów precinct, Miechów municipality in the Lesser Poland Voivodeship.
6. The subject of the order is carried out in 2 parts:
1) Part 1 - Task 1. Construction of a garage-workshop facility for the needs of urban buses.
2) Part 2 - Task 2. Purchase of a PV installation on a carport structure with an energy storage system and management system as part of the garage-workshop facility for the needs of urban buses, and the purchase of charging stations for buses - 2 pcs.

Task 1
Task 1. Construction of a garage-workshop facility for the needs of urban buses..
1) Part 1 - Task 1. Construction of a garage-workshop facility for the needs of urban buses.
a) The subject of the order is the comprehensive implementation of the task in the "design and build" formula of the garage-workshop facility for urban buses, in accordance with the SWZ and its annexes, including the Functional-Utility Program (PFU).
b) The scope of the subject of the order includes:
1. developing complete project documentation necessary for the proper execution of the task divided into branches and technical specifications for the execution and acceptance of works, investor cost estimates, and bills of quantities. Obtaining the necessary final decisions for implementation, including building permit decisions or notifications, opinions, expertises, and permits as well as guidelines, including performing authorial supervision and carrying out all necessary acceptances and obtaining a permit for the use of the facility/notification of the completion of works (if required).
2. execution of construction works based on project documentation, building permits or notifications, as well as SWZ, contracts, and in accordance with applicable regulations and principles of technical knowledge.
c) Furthermore, in the scope of executing the construction works, the tasks include:
1. Providing full geodetic service during the execution of the order and performing post-execution geodetic inventory of the task.
2. Ensuring that the contractor has the required qualifications in their respective fields to oversee and manage the construction.
3. Providing a complete set of documents from the contractor necessary for notifying the start of construction to the Building Supervision Authority.
4. Handing over the subject of the contract to the Ordering Party on the principles described in the Contract.
5. Exercising authorial supervision throughout the entire duration of the order execution.
6. Developing, completing, and handing over to the Ordering Party the as-built documentation in the form of an operational report.
7. During the execution of works, conducting all necessary tests, inspections, obtaining all necessary protocols, decisions necessary for the acceptance of the facility, and conducting training for the Ordering Party's personnel regarding building operation.
d) The scope of works and responsibilities of the Contractor concerning the order and the bid price also include:
1. organizing and managing the facilities and construction site, including fencing, barriers, etc.
2. incurring any costs of electrical disconnections and connections, costs of water and energy consumption during the execution of works, fees for occupying the road lane.
3. in case of destruction or damage to the works, parts or devices during execution – repairing them and restoring them to their original state,
4. carrying out tests, trials, and start-up as well as making excavations in cases where works that will be covered or disappearing are not reported for acceptance,
5. ensuring oversight, as well as appropriate safety and hygiene conditions at work,
6. maintaining the construction site free from obstacles to communication and continuously removing unnecessary materials, waste, and garbage,
7. marking, securing, and illuminating collision points,
8. after completing the works, restoring the construction site to its original state, dismantling temporary structures, and tidying up the area
9. notifying appropriate organs/institutions/offices about the conducted works in connection with the obtained conditions/agreements of the project documentation
10. coordinating works with the land user, i.e., the Water Supply and Sewage Company Sp. z o.o. in Miechów.
e) The detailed scope of the task, including project documentation, the execution of construction works based on it, and general functional-utility properties, is described in the SWZ, the Functional-Utility Program, and the terms of the contract.
f) The utility-workshop building is to serve to garage and repair bus vehicles. One of the stands is equipped with an inspection pit for regular maintenance of vehicles. The projected maximum number of people in the building: 2 - 3 employees.
Social, sanitary, and locker room facilities are located in the existing office building on the investment site.
The building is unheated.
The designed building is a single-nave hall – a garage building with a rectangular base, covered with a single-pitched or double-pitched roof.
Access to the doors and entrances to the hall leads to driveways and approaches with hardened surfaces, combined with the existing communication layout on plots 1442/2, 1441/2, 1437/2, 1436/3.
The walls of the building are to be constructed of light steel construction with a cladding of sandwich panels with a core made of mineral wool. The layers proposed in the drawings can be modified after consultation with the Investor. Construction with insulation layers is permitted.
Characteristic parameters of the construction object:
- Building area: 364.00 m2
- Length of the building: 26.00 m
- Width of the building: 14.00 m
- Height: 5.50 m – 6.0 m
- Number of storeys: 1
The garage-workshop facility should be equipped with electrical installations. The building should be connected to the existing electrical installation with an internal electrical installation.
The building must be equipped with all necessary electrical installations (power sockets, switches) along with LED and emergency lighting.
The scope of the contract also includes necessary site development (approaches, access roads).
9. The detailed scope of the task, including project documentation, the execution of construction works based on it, and general functional-utility properties is described:
1) in this SWZ,
2) annex no. 7.1 to SWZ – Functional-Utility Program – part 1,
3) annex no. 7.2 to SWZ – Functional-Utility Program – part 2.

Task 2. Purchase of a PV installation on a carport structure with an energy storage system and management system as part of the garage-workshop facility for the needs of urban buses and the purchase of charging stations for buses - 2 pcs..
2) Part 2 - Task 2. Purchase of a PV installation on a carport structure with an energy storage system and management system as part of the garage-workshop facility for the needs of urban buses and the purchase of charging stations for buses - 2 pcs.
a) The subject of the order is the comprehensive implementation of the task in the "design and build" formula, i.e., the execution of project documentation for the implementation of the entire task, obtaining necessary permits, delivery, and installation of photovoltaic installations along with energy storage according to the SWZ and its attachments, including the Functional-Utility Program (PFU).
b) The scope of the task execution regarding project documentation includes, in particular:
1. developing complete executive and as-built documentation, in all required branches, concerning the installation of the systems realized within the task,
2. executing necessary expert opinions (e.g., checking the load-bearing capacity of the roof, possibilities for ground installation, the ability to connect to the existing installation, and other requirements of building law and applicable regulations),
3. obtaining all required notifications, permits, obtaining new connection conditions, or other permissions according to current legal conditions,
4. filling out, completing and submitting to the local operator a complete set of documents enabling the User to connect to the network as a Prosumer, which will be confirmed by a declaration from the operator on the properly submitted application of the said location to the energy company, and as a seller of energy in the case of installations whose size exceeds the statutory size according to the Renewable Energy Sources Act.
5. execution of bills of quantities and investor cost estimates for individual branches in a technological arrangement. The Ordering Party specifies that estimates should be prepared according to the breakdown below due to project implementation conditions:
i. construction of a photovoltaic installation with an energy storage;
ii. construction of a charging point with a dual charger.
c) The scope of building and assembly works includes:
1. assembly of structures for PV modules for roof, facade, ballast, ground, and carport installations.
2. assembly of PV modules on the structure,
3. assembly of carports with foundations and execution works,
4. assembly of electric chargers
5. assembly of a DC distribution board securing the direct current side and an AC distribution board securing the alternating current side,
6. laying cable routes and cables from PV modules to the DC distribution board with a distinction of the appropriate section,
7. modernization of the electrical distribution board, including the installation of protective devices,
8. assembly of PV inverters,
9. assembly of energy storage,
10. assembly of vehicle charging stations,
11. assembly of the monitoring and automation system,
12. assembly of the energy management system,
13. assembly of optimizers, if required,
14. connecting PV module inverters to the investor's energy system,
15. conducting tests and electrical measurements of the installations checking proper operation of devices,
16. providing independent grounding for PV installations,
17. executing a lightning protection installation, if required,
18. executing all work necessary for installations exceeding 6.5 kW according to fire protection requirements and the applicable Renewable Energy Sources Act,
19. starting up the system and adjustments,
20. training on the operation of the installed system,
21. configuring the monitoring system application,
22. performing appropriate tests and measurements and preparing protocols,
23. carrying out necessary mounting openings for device introduction,
24. bricking up mounting openings after introducing devices,
25. executing passages where cable routes go through walls, roofs, or other obstacles,
26. sealing passages,
27. making works aimed at returning the facilities to the original state,
28. obtaining all necessary notifications/permits to enable the facility to be put into operation
29. the scope of the order also includes the necessary site development (approaches, access roads).
30. The Ordering Party informs that as part of the investment, it is necessary to design and mount a charging system for batteries using external chargers allowing simultaneous charging of 2 buses. Chargers (2 stations with one charging point each) will be compatible with the battery capacity of electric buses (The Ordering Party informs that by compatible chargers, it understands chargers suitable for electric engines - engines with a power of at least 220 kW.
The Ordering Party informs that it is conducting a separate tender procedure for the delivery of buses with which the chargers must be compatible - Electric drive - engine with a power of at least 220 kW, assuming that a solution will be implemented that allows optimal consumption of electrical energy in such a way that it does not negatively affect the range covered by the vehicle's route (i.e., the transport line. Each of the buses, during the day, has 18-36 courses with a route length of 8-16 km, depending on the route. Lithium-ion batteries, lithium iron phosphate, lithium-titanate, or supercapacitors). Two-function chargers will also allow for "topping up" buses during the day. The chargers will be equipped with software for monitoring the charger operation. The chargers will be installed on the premises of the garage-workshop facility built as part of the project for urban buses.
