The object of the procurement is the implementation of the Security Operations Center tools (hereinafter – SOC tools) recommended by the National Cyber Security Center (hereinafter – NKSC) and defined in the project for the creation of the National SOC/CSIRT modular system in the infrastructure of the Contracting Authority and the Service Recipients: the Ministry of Environment (hereinafter – the Buyer) and the agencies under the Ministry of Environment: the Environmental Protection Agency, the Environmental Protection Department under the Ministry of Environment, the Environmental Projects Management Agency, the Lithuanian Geological Survey, the Lithuanian Hydrometeorology Service, the National Land Service, the State Forest Service, the State Territorial Planning and Construction Inspection under the Ministry of Environment, the State Service for Protected Areas, and the Public Institution Construction Sector Development Agency (hereinafter – Service Recipients). The SOC tools include: 1. Elastic Stack Security Information and Event Management system (hereinafter – SIEM); 2. Security Onion Network Intrusion Detection System (hereinafter – NIDS); 3. Nessus Vulnerability Scanning Tool (hereinafter – VST); 4. Request Tracker for Incident Response (RTIR) Incident Management System (hereinafter – IMS). The procurement does not include the implementation, maintenance of the Buyer’s SIEM tool, or SOC services related to incidents escalated through the SIEM. However, all incidents recorded in the Buyer’s LogRhythm SIEM must be registered in the IMS. Services must be provided for a period of 12 months from the date of the conclusion of the procurement contract. No extension of the service period is foreseen. The Supplier will be paid monthly for services performed properly and on time. SOC tool maintenance services are provided on working days, during working hours according to the SLA 9x5 model (on working days from 8 AM to 5 PM).
