Description:
The procurement involves the implementation of a new IT support system for asset management and maintenance planning to enhance efficiency and coordination in managing the city's public spaces, including data migration, integration with existing systems, user training, and ongoing support.

The procurement covers:
Implementation and operation of IT support for:
o processing of land lease.
o application and processing of excavation permits.
o application and processing of traffic organization plans on public land.
o processing and field inspection of supervision cases.
Licensing of the system support for a specified number of the Traffic Office's case handlers, for other system users within the city, and for an unlimited number of external stakeholders (permit applicants).
As part of the implementation, the Supplier shall be responsible for:
- project management.
- migration of information from two existing system supports (land lease and excavation permits and traffic organization plans).
- installation and configuration of the technical system environment (SaaS solution).
- setting up specified integrations to the Traffic Office's system supports, such as, among others, financial systems and
geodata services.
- configuring and other adaptations of the system support to assist the traffic office's operational processes within
the service area.
- verifying information security requirements and other support in acceptance testing.
- basic training of users and system administrators.
- commissioning and handover to the management organization.
During the operation and maintenance phase, the Supplier shall be responsible for:
- operation and maintenance in accordance with SLA, specified information security requirements, and other non-functional requirements.
- reporting and participating in management collaboration in accordance with the collaboration handbook.
- ongoing adaptation of the system support based on changing environmental and legal requirements.
- further development, integrations, or adaptation of the system support as agreed with the Customer.
The system support includes interfaces for the Customer’s staff regarding the processing of cases, including some report generation, for external target groups for permit applications, and for system configuration.

Procurement of More Effective Maintenance Planning.
The Customer intends to procure a new IT support covering asset management, maintenance planning, and decision support, which both consolidates and complements existing systems. The aim is to ensure efficient, uniform, and coordinated maintenance planning as well as sustainable management, maintenance, and development of the city's public spaces.
The new IT support will be a central component in the Customer’s work to plan, prioritize, and implement maintenance actions. It will replace or complement existing system support where today's functionality is insufficient.
A central part of the new IT support is the ability to visualize geometric and geographic information including line, point, and area-based facility and maintenance geometries. The system should provide map-based visualization of facilities and actions and support geographically based analysis and coordination between subject areas.
The Customer needs a modern digital solution with advanced functionality, where the new IT support is continuously developed to meet changing operational needs and technological development (e.g., AI-based analysis, automation, and other innovative technical capabilities).
The Customer seeks a system where standard functionality and configuration options can largely meet the operational needs, minimizing the need for custom adaptations. In cases where further development or customization is necessary, these solutions should be compatible with future system upgrades and not impede the implementation of new versions.
The procurement concerns both a new IT support (hereinafter referred to as the "System") and the services required to ensure a full-fledged implementation, effective use, and long-term management. That is, the supplier should be able to provide both technical expertise and qualified advice. The system should be able to integrate into the Customer's existing IT environment and should be flexible and adaptable to the ongoing development of the business.
The procurement includes the following components:
• licenses/use rights to the System and any customizations.
• project implementation: Services covering installation, configuration, and any customizations of the system according to the Customer's requirements, including project management and testing.
• integration: Services to create seamless communication between the new system and the Customer's system landscape, e.g., ISYRoad, as well as the city’s common solutions, e.g., for login and identification, e.g., the ID portal.
• migration: Services for transferring data from existing systems to the system, primarily facility information from facility systems that are being consolidated/retired.
• training: Services for training and knowledge transfer to employees, with practical workshops, documentation, and e-learning for effective use of the system.
• management and technical support: Services that provide ongoing support to handle technical issues, system updates, regular inspections, and follow-ups to ensure continuous functionality and security so that the system works optimally over time.
• consultation: Services such as advice, optimization, analysis, and improvement proposals to maximize the utility of the system.
• collaboration with Stockholm City’s operational partner during both implementation and management.
• any development of customizations.
The Customer expects a need for the following licenses/use rights for the System:
• 15 - 20 superusers/admins with full permissions.
• 300 Traffic Office users with read and write access.
• 300 external users (contractors) with limited read and write access. It is estimated that approximately 250,000 actions will be handled per year.
Implementation planning:
The goal is to commence implementation of the new System in 2027. The needs will be detailed in the procurement's Step 2 Bid Phase.
