High-Throughput Sequencer.
The subject of the contract is the delivery of a brand new emulsion-digital PCR system of the “all-in-one” type, covering droplet generation, amplification, detection, and data analysis, along with installation, commissioning, user training, and warranty and service. The system must enable the performance of genetic and expression analyses with high sensitivity and precision, in accordance with the digital droplet PCR (ddPCR) method (hereinafter: device or subject of the contract). Detailed description of the parameters of the subject of the contract - a description of the minimum functional and technical requirements expected from the offered device (required parameters) is included in column B of the Annex No. 2 to the SWZ - Parameters. The parameters do not serve to favor a single manufacturer but ensure compatibility with the existing infrastructure. The description of how the contract should be executed is included in the Annex to the SWZ - Draft contract.
1) The Ordering Party does not divide the order into parts and thus does not allow the submission of partial offers. Offers not containing the full scope of the subject of the contract will be rejected.
2) Reasons for not dividing the order into parts:
a) the subject of the contract constitutes a technologically and functionally integrated system,
b) division could lead to compatibility issues of individual elements,
c) dispersal of service and warranty responsibility could hinder proper operation and enforcement of contractual obligations. The lack of division is justified by technical and organizational reasons. At the same time, the Ordering Party has established that there are more than one contractor capable of executing the order in full on the market, therefore the abandonment of division does not lead to a restriction of competition.
