Supply of consumables for biological sample collection for the ROGEN project, including packaging, medical materials for blood collection, diagnostic tubes and accessories, and research blood collection tubes.

Supply of consumables for biological sample collection within the project DEVELOPMENT OF GENOMIC RESEARCH IN ROMANIA (ROGEN), project code 324809, submitted under the call for projects PS/272/PS_P5/OP1/RSO1.1/PS_P5_RSO1.1_A9 - Support for the implementation of strategically important research solutions in the medical field: genomics; non-communicable diseases (e.g., development of research solutions for cancer treatment); vaccines, serums, and other biological drugs.

The procurement is structured into 4 lots, named:

Lot 1 – Packaging, Lot 2 - Medical materials for blood collection, Lot 3 - Tubes and blood collection accessories for diagnostics, Lot 4 - Blood collection tubes for research.

In accordance with the provisions of art. 160 para. (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline up to which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the awarding documentation is [21] days before the deadline for submitting offers.

In accordance with the provisions of art. 160 para. (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority establishes a deadline in which it will respond to all requests for clarification/additional information, on the 12th day before the deadline for submitting offers.

The response deadline for clarifications has been set so that economic operators have an adequate period to analyze the awarding documentation and, subsequently, to prepare offers in light of the responses provided by the Contracting Authority.

The execution of the contract is subject to the Suspensive Clause.

The public procurement contract award procedure is initiated under the jurisdiction of this suspensive clause, in the sense that the conclusion of the public procurement contract is conditioned by the allocation of budget credits for this purpose, the contract being signed in accordance with the provisions related to the commitment of expenditures from the budgets that fall under the legislation on public finances.

Considering the provisions of Law no. 98/2016 regarding public procurement and HG no. 395/2016, with subsequent amendments and completions, UMF Carol Davila Bucharest, as the Contracting Authority, specifies that it will conclude the contract with the awarded bidder only as far as the funds necessary for the purchase are secured. In the event that, regardless of the reasons, the funds related to this procurement procedure are not allocated within 6 months from the approval date of the Procedure Report, the award procedure will be annulled by right, provided that there is no other source of financing, in accordance with the provisions of art. 212 para. (1) letter c) clause 2 of Law 98/2016 with subsequent amendments and completions, making it impossible to conclude the public procurement contract. Bidders are obliged to keep their submitted offer valid and unmodified throughout the procurement procedure until the public procurement contract is signed. Bidders in this procedure understand that the Contracting Authority cannot be held liable for any damages in the event of annulment of the award procedure, regardless of their nature and regardless of whether the Contracting Authority has been notified of the existence of such damages. Bidders in this procedure accept the use of the above special conditions/suspensive clause, assuming all responsibility concerning any damages they may suffer in the described situation. The maximum period for which the suspensive clause operates is 6 months, so that, if the condition for signing the financing contract is not met, the award procedure is annulled.

Packaging.
Supply Cardboard box 200x150x50 mm = 6,060 pcs., according to the requirements in the Specifications.


LOT-0002
Medical materials for blood collection.
Supply medical materials for blood collection:
- Disposable latex gloves = 12,100 pcs.
- Sterile compresses, packages with 2 compresses 75x75 mm, = 6,025 pcs.
- Alcohol-infused pads 60 x 30 mm = 12,100 pcs.
- Post-injection patch diameter 22 mm = 6,100 pcs. according to the requirements in the Specifications.


LOT-0003
Tubes and blood collection accessories for diagnostics.
Supply tubes and blood collection accessories for diagnostics:
- Collection set with Luer adaptor and tube rack = 6,025 pcs.
- Serum separating tube, with gel, 8 ml = 8,000 pcs.
- Serum separating tube, with gel, 5 ml = 6,100 pcs.
- EDTA tube 4 ml = 6,100 pcs.
- EDTA tube, 9 ml – 10 mL = 6,100 pcs.
- EDTA tube, 6 ml = 2,000 pcs.
- Heparin tube, 4 ml = 2,200 pcs. according to the requirements in the Specifications.


LOT-0004
Blood collection tubes for research.
Supply blood collection tubes for research:
- RNA stabilizing tube, 2.5 ml = 1,600 pcs.
- Tube for isolating mononuclear cells, 8 ml = 660 pcs. according to the requirements in the Specifications.
